    PresThe Iowa Department of Inspections, Appeals, and Licensing (DIAL) is seeking a highly motivated, skilled, solution-oriented, and enthusiastic professional to join our regulatory department and serve asone of two Human Resources Professionalswithin our Administration Division at our central office near Valley Junction in Des Moines, Iowa.

To accomplish our Mission, the individual selected for this position will assist the Legal & Policy bureau in providing outstanding counsel and legal services to the department.

     

    DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans, and is comprised of eight core operational divisions: Administrative Hearings, Building & Construction, Health & Safety, Investigations, Labor/OSHA, Licensing, Workers’ Compensation, and Administration.

     

    This position plays a key role in ensuring data-driven decision-making and the smooth operation of core human resources programs. Responsibilities include analyzing workforce trends and metrics to inform recruitment, retention, and succession planning strategies; managing benefit life event changes and overseeing the annual open enrollment process; and coordinating Workers’ Compensation claim reporting and follow-up. You’ll also guide managers through compensation decisions—including step increases, one-time payments, and special pay adjustments—and ensure alignment with policy and equity standards. This role leads the development of internal HR resources such as training programs, the supervisor’s manual, and onboarding materials, while also maintaining tables of organization and assisting with job classification processes. Serving as a first-line resource for the Department’s HR Associate, this position ensures daily operations are handled effectively and consistently.     The successful candidate for this fast-paced position is a motivated, organized, and detail-focused individual. The position reports to the Bureau Chief and works under the general direction of the Customer Services Bureau Chief, and will be located at 6200 Park Avenue in Des Moines.

    What You’ll Do

    You will be an integral member of our human resources team, providing direct support to the agency’s operations by:

    + Coordinate the delivery of human resource services for DIAL

    + Serve as liaison with Department of Administrative Services – Human Resource Enterprise

    + Enter transactions into the Workday human resource system

    + Manage confidential personnel information and records

    + Process payroll and benefit-related transactions

    + Graduation from an accredited four-year college or university with a Bachelor's degree.

    + A combination of a total of four years of education and full-time experience in technical or professional human resources work, where thirty semester hours of accredited college or university course work equals one year of full-time experience.

    + Current, continuous experience in the state executive branch that includes three years of full-time work performing technical human resources work.
