    Job Description

    The Iowa Department of Inspections, Appeals, and Licensing (DIAL) is seeking a highly motivated, skilled, solution-oriented, and enthusiastic professional to join our regulatory department and serve in the Data Analytics unit within our Administration Division’s Customer Service Bureau at our central office near Valley Junction in Des Moines, Iowa.

To accomplish our Mission, the individual selected for this position will assist the Legal & Policy bureau in providing outstanding counsel and legal services to the department.

     

    DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans, and is comprised of eight core operational divisions: Administrative Hearings, Building & Construction, Health & Safety, Investigations, Labor/OSHA, Licensing, Workers’ Compensation, and Administration.

     

    In this role, you will work across all divisions and bureaus to evaluate department-wide policies, procedures, and workflows—recommending and implementing improvements that enhance efficiency, promote consistency, and improve the customer experience. You’ll analyze complex operational and performance data, develop dashboards and reports, and serve as one of the agency’s subject matter experts for the Governor’s dashboard and other statewide reporting systems. This position is also responsible for managing departmental records retention, coordinating technology and supply needs, and developing standardized training materials and onboarding resources for staff. You will lead efforts to modernize internal operations through documentation, process mapping, quality improvement initiatives, and cross-agency collaboration. As one of two positions working closely as a team that focuses on operational performance and data systems.

    The successful candidate for this fast-paced position is a motivated, organized, and detail-focused individual. The position reports to and works under the general direction of the Customer Services Bureau Chief, and will be located at 6200 Park Avenue in Des Moines.

    What You’ll Do

    You will be an integral member of our data analytics team, providing direct support to the agency’s operations by:

    + Spearhead data collection, analysis, and reporting efforts, including dashboard development and performance tracking.

    + Evaluate and improve department-wide processes, procedures, and workflows for greater efficiency and consistency.

    + Standardize internal operations by creating and implementing forms, procedures, and documentation across divisions.

    + Coordinate departmental records retention and ensure compliance with state requirements.

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    + Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations.

    + All of the following (a and b):

    + Three years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and

    + A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.

    + All of the following (a, b, and c):

    + One year of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and

    + A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and

    + A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or a closely-related field equals one year of full-time experience.

    + Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst 1.
