Manager, PMO Portfolio

The Manager, PMO Portfolio is a strategic leader within the Project Management Office (PMO) who oversees the entire lifecycle of the organization's project portfolio. This role plays a critical part in ensuring the portfolio aligns with strategic objectives, delivers maximum value, and optimizes resource allocation across the organization.
1) Portfolio Strategy & Alignment (20%):
a) Ensure project portfolio alignment with organizational goals and business objectives.
b) Champion the value proposition of the project portfolio and secure necessary resources.
c) Ensure the right data and processes are set up properly in the PMO PPM Tool acting as the vehicle for managing and representing project, program, and portfolio information.
d) Measure, report, and replan project portfolio progress and performance and confirm outcomes have been delivered.
2) Project Intake & Selection (20%):
a) Lead standardized process for project intake, including evaluation of project request proposals, feasibility studies, and business case development.
b) Lead the selection of projects based on strategic fit, risk profile, potential return on investment (ROI), and resource requirements.
c) Prioritize projects within the portfolio considering factors like urgency, resource availability, and potential impact.
3) Risk Management & Resource Planning (20%):
a) Develop and implement a comprehensive risk management framework for the enterprise portfolio.
b) Identify, assess, and prioritize potential risks across the portfolio and develop mitigation plans.
c) Analyze resource availability (human, financial, technological) across the organization.
d) Forecast demand on resources based on the project pipeline and identify potential bottlenecks.
e) Develop and implement strategies to optimize resource allocation across the portfolio.
f) Ensure assigned business units are operating efficiently and reliably, are in compliance with applicable laws, regulations, and rules, have appropriate operating controls to mitigate risk, and are performing at a high level.
4) Performance Monitoring & Improvement (20%):
a) Monitor Key performance indicators (KPIs) to measure the success of the enterprise portfolio.
b) Monitor project performance against established baselines and KPIs, identifying deviations and taking corrective actions.
c) Conduct portfolio reviews to evaluate the overall health of the portfolio and identify opportunities for improvement.
d) Analyze portfolio data and trends to inform strategic decision-making and continuous improvement initiatives.
5) Prioritization Optimization (20%):
a) Maintain & adapt as needed multi-criteria prioritization framework for the enterprise project portfolio.
b) Consider factors like strategic alignment, risk profile, ROI, and resource availability.
c) Utilize data and analytics to continuously optimize project prioritization decisions.
d) Regularly review and adjust the project portfolio based on changing business needs and priorities.
e) Agility and adaptability to changing priorities and growth of the organization.
Required Skills
Specialized or Technical Knowledge and Skills:
1) A Bachelor’s or Master’s degree in Management, Information Systems, Project Management or similar area required.
2) 10+ years of demonstrated Project Management experience on projects of various size and complexity. Demonstrated proven ability of successfully managing large scale and complex projects, preferably in a financial institution.
3) Project Management Professional (PMP) Certification required.
4) 5+ years of proven experience in project portfolio management (PPM) methodologies and best practices [e.g., PMI Portfolio Management Professional (PfMP) certification preferred].
5) Strong understanding of project selection, risk management, and resource planning principles.
6) Excellent analytical and problem-solving skills with a focus on data-driven decision-making.
7) Strong communication, interpersonal, and negotiation skills with the ability to influence stakeholders at all levels.
8) Ability to work independently and strategically with a focus on long-term portfolio success.
9) 5+ years of experience with portfolio visualization tools and dashboards (Planview PPM Pro preferred).
10) Understanding of financial modeling and cost-benefit analysis.
11) Experience with change management and stakeholder engagement strategies.
12) Knowledge of relevant industry trends and best practices in project portfolio management.
13) High/Executive level Presentation & Relationship Skills.
14) SME in Financial Services Industry & PMO processes.
15) Experience with Agile Processes and Methodology preferred.
16) Proven ability to Communicate Vision and Strategy effectively to all stakeholders, sponsors, and project teams, and ensure alignment, and translate the vision into a coherent and realistic project portfolio strategy.
17) Servant leadership with customer-centric mindset.
