Johns Hopkins University (JHU) seeks a visionary **Executive Directo** **_r,_** **_Bloomberg Center for Public Innovation_** to lead its Bloomberg Center for Public Innovation (BCPI) into an ambitious new phase. Founded in 2021 to advance the field of public sector innovation, BCPI has become the global leader in public innovation. BCPI marries cutting-edge practice with world class research—transforming the culture of local government, delivering exceptional results for residents, and inspiring trust in public service. This new phase coincides with the transition of BCPI and two additional centers (the Bloomberg Center for Government Excellence (GovEx) and the Black Wealth Data Center (BWDC) under the leadership of the new School of Government and Policy (SOGP) at JHU. The new Executive Director is responsible for leading the design and delivery of high-quality innovation programming for city halls worldwide, catalyzing research that advances the understanding of public innovation, developing and executing best-in-class programs that engage students and build their skills and interest in careers in public service, and building and maintaining strategic partnerships that drive impact.

The Executive Director leads a multi-disciplinary team, and works collaboratively with SOGP faculty, with leaders of other relevant schools and centers within JHU, and with external stakeholders, funders and collaborating partners to amplify BCPI’s impact and to scale best practices. The ideal candidate demonstrates a strong point of view on the opportunity to reimagine the roles and opportunities of local governments, what it means to create meaningful civic engagement, and how to expand the capacity for transformational resident-driven innovation. The Executive Director will position BCPI to drive the future of local government innovation through strategic leadership, exemplary management and execution, and by building and harnessing the collective power of broad coalitions to advance its mission and scale its impact.

Specific Duties & Responsibilities

+ Create and oversee short, medium and long-term strategic planning and implementation for the center.

+ Manage the planning, development, and implementation of all center initiatives and programs in coordination with a wide variety of stakeholders, including philanthropic funders, cross functional teams, and external partners.

+ Ensure that all center initiatives and programs, including direct technical assistance to cities, are efficient, effective, and sustainable through strong goal setting, resource allocation, and impact measurement.

+ Ensure the successful recruitment, management, and development of a talented and diverse team.

+ In coordination with key partners, develop and execute robust and targeted organizational thought leadership and brand-building efforts designed to strengthen BCPI’s global profile within the field of public sector innovation.

+ Represent BCPI, SOGP, and JHU through active participation in external meetings and conferences and through the generation of papers and opinion pieces.

+ Build and maintain strong relationships within SOGP and with JHU leadership, funders, city leaders, elected officials, and other critical stakeholders.

+ Cultivate productive collaborations with SOGP and other JHU faculty and stakeholders to support collaborations in research, program design, evaluation and programs for student learning and internships.

+ Lead BCPI development and fundraising initiatives.

+ Oversee budget development and management to ensure financial accountability and sustainability.

+ Perform other duties, as assigned.

Minimum Qualifications

+ Master’s Degree in public policy or related field.

+ Five years of leadership experience in government innovation, civic engagement or related fields.

+ Additional education may substitute for required experience and additional related experience may substitute for required education beyond HS Diploma/Graduation Equivalent, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications

+ Fifteen plus years in government innovation, civic engagement or related fields.

+ Experience in university and/or local government partnerships.

+ Excellent oral, written, and research skills.

+ Proven experience either running or leading a large (>50 people) team, an entrepreneurial initiative, or substantial organizational unit.

+ Capacity to work with a high degree of independence and in a results-oriented and dynamic operating environment.

+ Ability to successfully develop and maintain strong partnerships with various stakeholders.

+ Ability to lead and manage diverse, multidisciplinary teams

+ Ability to lead and manage multiple initiatives, programs, projects and activities on a concurrent basis .

The listed salary range represents the minimum and maximum Johns Hopkins University offers for this position, based on a good faith estimate at the time of posting. Actual compensation will vary depending on factors such as location, skills, experience, market conditions, education, and internal equity. Not all candidates will qualify for the highest salary in the range.
