Program Summary:
OPNAV N980L is the Logistics and Readiness Branch of the Office of the Chief of Naval Operations (OPNAV). It supports the Navy and Marine Corps by analyzing and evaluating aircraft, engines, and support equipment logistics.
Job Summary:
KBR is seeking a Senior Program Analyst (Systems Analyst Support) to join our Team. In this role you will work in support of the requirements officer, maintains communications with Navy and Marine Weapons and fleet requirements officers on fleet requirements across a wide range of topics and issues impacting future weapons requirements development.
Role and Responsibilities:
+ Supports Requirements Officer in annual and ongoing weapons requirements vetting process to ensure the fleet’s top priorities are addressed and coordinated with the DoD Science and Technology communities.
+ In support of requirements officer, assist in analyzing and evaluating existing NAVAIR systems and advanced technologies to support decisions for transition of new technologies or inclusion of new capabilities into the Naval Munitions Requirements
+ Process (NMRP) model.
+ In support of requirements officer, maintains communication with Navy/Marine Corps weapons requirements officers in support of the NMRP and Non-Combat Expenditure Allowance (NCEA).
+ Provide NMRP and NCEA data to support government funding decisions/priorities and acquisition development for Navy/Marine Corps platforms and weapons programs.
+ Support the requirements officers in the management of the NMRP that determines budget submission requests to support identified warfighter gaps.
+ Support requirements officers as the NCEA data manager for the Major Claimants weapon training requirements as related to inventory control.
+ Edit and/or write Joint Capabilities Integration and Development System (JCIDS) documents for Government review and approval: Concepts of Operations (CONOP), Capabilities Based Assessments (CBA), Analyses of Alternatives (AoA), Initial Capabilities Documents (ICD), Capabilities Development Documents (CDD), Capabilities Production Documents (CPD), and requirements memorandum.
+ Assist Requirements Officer in obtaining required analytical products that support formal requirements documents.
+ Route draft documents, coordinate comment resolution, and incorporate salient comments into final version for Government review and approval.
+ Advise, assist and make recommendations to the Government through analysis and technical writing, produce executive level presentations and point papers.
+ This position will require some travel to NAVAIR, supporting offices, and site visits to industrial facilities.
Programming:
+ Advise, assist and make recommendations to the Government regarding program execution, out-year planning and the creation of the POM and program requirements issue sheets.
+ Draft for Government review briefs, issue sheets, white papers and trade studies as requested by the Requirements Officer.
+ Advise, assist and make recommendations to the Government on weapons program requirements for the annual Program Requirements Review (PRR).
+ Assist in coordinating with other PMAs, PEOs, commands, Services, and the Joint Staff on program interoperability issues.
+ Advise, assist and make recommendations to the Government on interface/integration requirements and documents for systems and system upgrades for fleet introduction.
Budgetary Execution:
+ Utilizes the Program Budget Information System (PBIS) to monitor changes to weapons’ program Element lines.
+ In support of the Requirements Officer, monitor program office execution for potential under execution and analyze actions to prevent reallocation of funds.
+ Assist requirements officer in collecting and analyzing data pertinent to program fiscal procedures and patterns of performance to enable accurate and timely project management.
+ In support of Requirements Officer, consult with the appropriate weapons program offices at NAVAIR on budget exhibit preparation, reviews submitted budget exhibits for anomalies that could result in undesired marks, and submits analysis for
+ Government review and approval.
Subject Matter Expert:
+ In support of Requirements Officer, serves as weapons systems resource on all matters specific to weapons and general information concerning DoN platforms that carry those weapons.
+ Assist Weapons Requirements Officer in collaborating with Aircraft Requirements Officers in order to coordinate requirements specific to each aircraft and weapons system.
+ Advice, assist and make recommendations to the Government in meetings with OPNAV departments, DoD components, and other Government agencies to include congressional entities where DoN weapons expertise is required.
+ In support of requirements officer, maintains communication with Navy/Marine Corps weapons requirements officers in support of the NMRP and NCEA.
+ Provide NMRP and NCEA data to support government funding decisions/priorities and acquisition development for Navy/Marine Corps platforms and weapons programs.
+ Support the requirements officers in the management of the NMRP that determines budget submission requests to support identified warfighter gaps.
+ Support requirements officers as the NCEA data manager for the Major Claimants weapon training requirements as related to inventory control.
+ Support the requirements officers as the Department of the Navy’s Foreign Military Sales (weapons) data manager as related to inventory control.
+ Support the requirements officers as the data manager for the Department of the NMRP that establishes the weapons requirements for budget submissions in support of CCMD identified threats and US priorities.
+ Able to articulate expert knowledge of weapons system requirements including but not limited to, Air to Air weapons, Machine Gun Ammo, Rockets, Direct Attack weapons, Stand-off land Attack Weapons, and Stand-off Anti Surface Warfare weapons.
+ In support of Requirements Officer, provides operations, planning, and management, including business analytical services to assess complex issues and develops suggested alternative course of action in response to Congressional, Department of Defense, or other Government agency inquires of weapons programs.
+ Draft non-public-use correspondence for Government review and approval to include coordination of effort with external OPNAV agencies.
+
+ Provide analysis of strategies to obtain obligation authority funding and/or redistribute existing funding to meet fleet weapons development priorities.
+ Advise, assist and make recommendations to the Government during Congressional testimony regarding platform funding contained in the President’s Budget Submission for Government review and approval.
Basic Qualifications:
+ Must have a Bachelor's plus 5 years of experience or at least 13 years of experience with Naval Aviation operations & sustainment.
+ Must have demonstrated experience with Navy/Marine Corps weapons systems, the NAVAIR acquisition process, and/or requirements development on the OPNAV staff.
+ Display an in-depth knowledge of the Planning, Program, Budgeting, and Execution (PPBE) process.
+ Must have an active top-secret security clearance.
+ Must be able to travel as required by contract.
Preferred Qualifications:
+ Mastery of Microsoft Office Suite to include producing complex and imbedded graphs and creating interoperability between program products in order to produce final executive level briefing materials, presentations and point papers as tasked by the weapons Requirements Officers.
