    The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

     

    The Bureau of Coastal Resilience (BCR) was created in October 2023 aimed at addressing the risks of current and future coastal flooding in New York City, fulfilling a major initiative in Mayor Adam’s PlaNYC strategy. The Bureau of Coastal Resilience’s vision is for a vibrant, healthy and safe coastal environment that allows people and businesses to thrive in the face of a changing climate – and specifically to, sea level rise, high tide events and storm surge. This requires a holistic, forward thinking, inclusive and equitable response to the risks of coastal flooding and an integrated approach to watershed management.

     

    BCR will develop and implement strategic planning initiatives and will be responsible for the operations and maintenance of coastal infrastructure assets along NYC’s 520 miles of shoreline. BCR is committed to a coordinated approach to planning and response across NYC agencies, while working closely with community and partners.

     

    BCR is seeking to hire a Project Manager, Standards (“PM”). The PM will report to the Director, Engineering and will be part of the team responsible for the development and implementation of a robust Operations Planning & Asset Management system for the Bureau of Coastal Resilience. The PM will lead the development of Engineering Standards for DEPs coastal infrastructure, including a new class of coastal storm risk management infrastructure, and traditional DEP assets along the shoreline (working closely with the Bureau of Water and Sewer Operations). The PM will support the Director, Engineering on all aspects of the program including; coastal resilience project design review; regulatory compliance for EHS; coordination with BWSO and BWT on coastal infrastructure protocols, as well as the management of projects during the construction phase(s) on behalf of BCR. The PM will support the Director, Engineering in the management of records, and asset management, both for existing and future assets, including outfalls, tidegates and new coastal infrastructure assets as they come online.

    The Project Manager, Standards will be tasked with:

    Apply strong organization and project management skills in order to manage multiple tasks and complex systems.

     

    With minimal supervision, review of coastal infrastructure, outfalls, tidegates and other designs as needed.

     

    Work closely with City Agencies on contract management for new assets under construction along NYCs 520 miles of coastline, as well as the planning and operations plan for outfalls, tide gates and other coastal assets within the purview of DEP.

     

    Coordinate necessary design reviews of City-wide coastal resilience projects identifying risks and impacts on existing and new DEP utility infrastructure.

     

    Assist in the preparation of Requests for Proposals, review of consultant proposals and review of contract documents.

     

    Assist with commissioning and acceptance of new coastal resilience assets.

     

    Perform complex work involving Computerized Maintenance Management System (CMMS). Participate in committees and workshops to implement a new CMMS system.

     

    Organize and manage information and data of infrastructure assets. Manage collection, analysis, and reporting of various data streams. Provide information on physical condition, asset performance and reliability of assets. Identify condition monitoring frequency and operational systems data required to be captured to best provide predictive failure information within CMMS. Utilize condition monitoring and predictive maintenance methodologies.

     

    Provide data analytics support to the BCR team.

     

    Working closely with NYCEM and DEP Emergency Management to ensure communities are prepared for coastal flood events, understand what actions to take before, during and after and event, and understand risks to life and property due to coastal flood risks.

     

    Establish and maintain effective working relationships with counterparts in the federal, state, regional and local agencies, as well as community leaders and the general public.

     

    Engage with the public (e.g., presenting at public meetings) and other stakeholders to raise awareness about coastal resilience initiatives.

     

    Strong written and verbal communication skills.

    Qualifications

    1.A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; or

    2. A four year high school diploma or its educational equivalent and five years of experience as described in "1" above; or

    3. A four year high school diploma or its educational equivalent plus any combination of the experience and/or college education as described in "1" above to make up the equivalent of five years of education and experience. One year of credit will be given for each 30 semester credits of college education leading to a baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration.
