    Job Description

    THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMAMENT (NOT PROVISONAL) IN THE ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES CIVIL SERVICE TITLE

     

    THE SELECTED CANDIDATE WILL BE OFFERED A SALARY OF $122,470.00

     

    The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

     

    The Division of Family Permanency Services (FPS) ensures that high quality services are provided to children in foster care by supporting provider agency staff with technical assistance and other services for children in foster care. FPS staff offer guidance to provider agencies on child welfare policies and procedures to improve service delivery and achieve safety, permanency, and well-being for children in foster care. FPS is seeking an outstanding candidate to serve as Permanency Consultation Director for the Office of Permanency Consultation (OPC) to lead ACS’ work and partner with our provider agencies utilizing evidence inform practices to support permanency outcomes for children and youth entering foster care. Reporting to the Program’s Executive Director for the Office of Strategic Program Support (OSPS) under Family Permanency Services (FPS), the selected candidate will be an integral member of the FPS and ACS programming teams.

     

    The Office of Permanency Consultation (OPC) is a subunit of the Office of Strategic Program Support (OSPS) within the Office of Family Permanency Services (FPS). OPC is seeking a Director of Permanency Consultation. The Director is an FPS point of contact to promote and support the implementation of NYC’s new family foster care model, Enhanced Family Foster Care (EFFC). EFFC combines and replaces the previous separate Family Foster Care (FFC) and Treatment Family Foster Care (TFFC) program and is designed to serve all children, parents, and families with a range of treatment needs to promote safe and timely permanency discharges.

    Permanency Consultation Director duties and responsibility will be:

    - Inform, prepare, and support the foster care provider agencies to deliver the various components of EFFC’s high-quality services to meet families’ and children’s needs.

     

    - Provide clarity on the various roles of the EFCC Case Planning Team.

     

    - Share EFFC best practices strategies and tools that support EFFC implementation.

     

    - Identify and address barriers to implementing EFFC.

     

    - Has oversight for and is responsible for providing EFFC best practice trainings, data analysis, consultation, and agency specific technical assistance toward EFFC implementation.

     

    - Collaborate with NY State Office of Children and Family Services to operationalize ACS’ effort to comply with the federal permanency audit, Child and Family Services Review (CFSR) program

     

    improvement plan (PIP).

     

    - Conduct agency-specific data analysis: identifying agency strengths and challenges, developing strategies to address barriers to incorporating EFFC components into their permanency

     

    practices.

     

    - Gather qualitative data to assess the performance of provider agencies to identify best practices and bottleneck impact agencies recruitment efforts

     

    - Create presentations for various provider agency and leadership meetings, developing workshops based on agency needs and sharing best practices and lessons learned across the system.

     

    - Collaborate with and provide guidance to foster care providers and other child welfare stakeholders on the structures and protocols to effectively support the EFFC model.

     

    - Collaborate with provider agencies, ACS and other stakeholders to promote best practices and improve outcomes for children and families.

     

    - Monitor provider agency EFFC implementation efforts and utilize a broad range of accountability tools.

     

    - Help advance best practices and continuous improvement across ACS and provider agencies by providing technical assistance covering case practice, business process and performance

     

    management.

     

    - Facilitate peer technical assistance between provider agencies and provide support, guidance, and technical assistance to provider agencies on new policies.

     

    - Produce reports, slide decks, power points by aggregating and analyzing data on technical assistance efforts, areas in need of improvement and successes.

    ADMINISTRATIVE DIRECTOR OF SOC - 1005C

    Qualifications

    1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or

    2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
