    About the Agency:

    HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

    Your Team:

    The Office of Enforcement and Neighborhood Services (OENS) leads the agency’s effort to work closely with other HPD divisions and outside community partners to identify buildings in distress, assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Operations and Enhanced Enforcement, and the Division of Neighborhood Preservation to ensure compliance with legal and regulatory obligations.

     

    The Office of Enforcement and Neighborhood Services is composed of seven divisions: Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), and Emergency Operations and Enhanced Enforcement Division (EOD) and Division of Emergency Housing Services (EHS).

    Your Impact:

    The Emergency Operations and Enhanced Enforcement Division is responsible for emergency repairs in privately-owned residential buildings and for monitoring vendor repair work in City-owned buildings. The primary goal of the division is to secure voluntary corrective action by the landlord, eliminating the need for direct City involvement.

    Your Role:

    Your role will be a Supervising Demolition Inspector/Construction Project Manager L-3 for the Emergency Operations and Enhanced Enforcement Division (EOD) Demolition Unit. The selected candidate duties will also include, but will not be limited to, the following:

    Your Responsibilities:

    - Daily inspector routing, field operations management and support.

     

    - Technical Demolition, Shore, Shed, Seal etc. scope and estimate creation, updates, modifications, assessments, approvals.

     

    - Open Market Order creation.

     

    - Code compliance verification.

     

    - Field monitor report reviews and interpretation, taking action where necessary.

     

    - Change order assessments and approvals.

     

    - Payment invoice reviews and approvals.

     

    - DOB Emergency Declaration tracking, ensuring all applicable jobs have been scoped, and Open Market Orders have been created.

     

    - Performing complex demolition inspections assessments and reviews of Inspectors scopes.

     

    - Providing criteria and requesting oversight approval from HPD management, where necessary, to enable remediation of DOB Emergency Declarations.

     

    - Coordination and calendar updates for field actions including but not limited to: Prebid site meetings, Utility terminations, DOB and DEP site assessments, Access enforcement.

     

    - As necessary, perform owner outreach, assistance and support relating to issued DOB Emergency Declaration(s)

     

    - As necessary, maintain HPD and IEDA database updates.

     

    - Monitoring contractor’s activities to ensure compliance with all federal, state and city rules and regulations.

     

    - Preparing productivity and performance reports

     

    - Field visits as necessary

    Preferred Skills:

    - Background involving Structural: Assessment, design, repairs, modifications, installations, or demolition.

     

    - Involvement with expediting and/or obtaining DOB or DEP permits

     

    - Knowledge with Asbestos Regulations – DEP Title 15, Chapter 1 / Industrial Code Rule 56

     

    - Construction/Demolition project management

     

    - Managerial background

    Note:

    - Candidate may be scheduled to work evenings and weekends

    - Candidate must possess a Motor Vehicle Driver License valid in the State of New York. The license must be maintained for the duration of employment.

    CONSTRUCTION PROJECT MANAGER - 34202

    Qualifications

    1. A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300,000 for each of the five years of the required experience; or

    2. One year of the experience as described in “1” above and a baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management; or

    3. One year of the experience as described in “1” above and a valid license as a professional engineer, registered architect, or registered landscape architect, issued by a board of examining engineers, architects, or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States; or

    4. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and a combination of at least two years of experience as described in “1” above and the education as described in “2” above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program as described in “2” above may be substituted for experience on the basis of 30 semester credits for one year of satisfactory full-time experience up to a maximum of three years of experience.

     

    Note: Candidates must specify for each construction project they worked on: a description of the construction project, the time period they worked on the construction project, and the type of work they performed. Candidates must also specify the money allotted for the project.

     

    Driver License Requirement: At the time of appointment to this position, you must have a motor vehicle driver license valid in the State of New York. If you have moving violations, license suspension or an accident record, you may be disqualified. This license must be maintained for the duration of your employment.

     

    5. For Assignment to Level II, In addition to meeting the "Qualification Requirements" above, candidates must have one additional year of satisfactory full-time experience working in Assignment Level I; or one additional year of satisfactory full-time experience as described in "1" above.

    6. For Assignment to Level III, in addition to meeting the Qualification Requirements for Construction Project Manager, candidates must have two additional years of satisfactory full-time experience working in Construction Project Manager Assignment Level I and II; or two additional years of satisfactory full-time experience as described in question "1" above and possess a motor vehicle driver license valid in the State of New York which must be maintained for the duration of employment noting that if you have moving violations, license suspension or an accident record, you may be disqualified.
