    Job Description

    The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 152,000 apartments and over 370,000 residents. NYCHA’s mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. NYCHA also administers a citywide Section 8 leased housing program that serves over 200,000 tenants. Since the 2019 Agreement between NYCHA, the Department of Housing & Urban Development (HUD), and the U.S. District Court, Southern District of New York (SDNY), NYCHA has been working under a Federal Monitor structure. The HUD Agreement sets the requirement to create a new Organizational Plan in collaboration with the Federal Monitor and sets forth various compliance related targets for NYCHA across major operational areas.

     

    The Office of the Chief Administrative Officer (CAO) oversees the agency’s support services portfolio, including Supply Management & Procurement, Information Technology, Human Resources,

     

    Employee Engagement, Customer Contact Center, and General Services. Under the direction of the CAO and in alignment with the transformation goals established through the monitorship, the Senior Advisor will play an integral role in facilitating cross-functional engagement and collaboration, project planning and implementation, a performance management practice, and other related activities necessary to foster a culture of continuous improvement, radical transparency and solutions-based service delivery.

    The responsibilities of the Senior Advisor include, but are not limited to the following:

    - Serve as the CAO’s liaison to organizational stakeholders in order to provide strategic support and thought partnership with the goal of improving cross-functional communication and collaboration, with a high level of independence of action and decision making.

     

    - Collaborate with subject matter experts across the CAO portfolio to identify opportunities for Business Process Reengineering within our functional areas and assist in planning associated initiatives.

     

    - Coordinate with Strategy & Innovation, Learning & Development and Employee Engagement to plan and implement Organizational Change Management activities related to our Office of Administration strategic initiatives.

     

    - Prepare long range, project management plans for operational work streams and monitor progress against deliverable timelines.

     

    - Review and analyze Office of Administration operations and available data in order to identify opportunities to establish key performance indicators and service level agreements.

     

    - Represent CAO in meetings and on committees.

     

    - Collaborate with the senior management team and provide project management and support, with accountability for project outcomes that may have agency-wide impact.

     

    - Diagnose and troubleshoot key organizational challenges, as needed, on behalf of the CAO.

     

    - Coordinate with Strategy & Innovation and other teams in the preparation of materials and work product necessary for compliance reporting under the monitorship.

    Qualifications

    1. A baccalaureate degree from an accredited college and four (4) years of satisfactory, responsible, full-time experience in a large government agency or business firm with programs in the field of housing, real estate/management, housing construction, engineering or a related field of which at least eighteen (18) months must have been in a responsible administrative, consultative, managerial or executive capacity; or

    2. Education and/or experience equivalent to "1" above. However, all candidates must possess the eighteen (18) months of administrative, consultative, managerial or executive experience as described above.

    Salary Min: $ 81,083.00

     

    Salary Max: $160,000.00
