THE ROLE: The Manufacturing & Outsourcing Analyst (Make vs. Buy) will play a pivotal role in shaping and executing the company’s Make vs. Buy strategy specifically within the WSS (Water and Sewage Systems) segment, which supports critical industries including Light, Heavy, Municipal (Muni), and Marine/Commercial (Marcor). This role will provide strategic direction on manufacturing decisions, optimizing the balance between internal production and external sourcing to align with business objectives. The Strategic Sourcing Lead will also be responsible for establishing and standardizing processes and developing a robust governance framework for the Make vs. Buy decision-making process. This role will create repeatable, scalable methodologies to evaluate manufacturing strategies, ensuring consistency, transparency, and alignment with company objectives across the WSS Segment. CORE RESPONSIBILITIES: To perform the job successfully, an individual must be able to perform each essential duty satisfactorily. (include KSA’s at high level)
• Make vs. Buy Strategy Development: Conduct comprehensive analysis to determine whether manufacturing should occur in-house or through external suppliers, considering cost, quality, scalability, and strategic alignment.
• Cost Optimization: Develop detailed cost models, identify savings opportunities, and negotiate supplier agreements to achieve competitive pricing.
• Evaluate internal manufacturing plants' capacity to handle specific projects or product lines based on workload, throughput, and operational efficiency.
• Analyze supplier networks to identify partners capable of delivering competitive pricing and lead times while ensuring scalability and consistency.
• Work closely with procurement, engineering, manufacturing, and finance teams to align specifications and operational needs with sourcing strategies.
• Design and implement standardized workflows for conducting Make vs. Buy analysis, from initial data collection to final recommendations.
• Define clear governance structures for Make vs. Buy decisions, outlining roles, responsibilities, and escalation paths.
• Ensure the governance framework integrates seamlessly with the company’s overall operational and commercial strategies.
• Establish decision-making criteria and approval thresholds to guide internal plants and external sourcing teams.
• In collaboration with Procurement, ensure that negotiations and supplier contracts meet WSS service level agreements (SLAs).
• Mitigate risks associated with supply chain disruptions by developing contingency plans and monitoring market trends affecting manufacturing and sourcing.
• Establish and track key performance indicators (KPIs) for cost savings, supplier performance, and sourcing efficiency. Present regular updates and recommendations to senior leadership.
• Ability to travel < 30%
EDUCATION AND EXPERIENCE:
• Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or a related field (Master’s degree preferred).
• 5+ years of experience in strategic sourcing, procurement, or manufacturing operations, preferably in a multi-national environment.
• Strong analytical skills with a proven ability to conduct cost modeling and Make vs. Buy analyses.
• Expertise in supplier evaluation, negotiation, and contract management.
• Familiarity with ERP systems, sourcing tools, and data analytics platforms.
• Excellent communication and interpersonal skills, with the ability to work effectively in cross-functional teams.
• Knowledge of manufacturing processes, quality standards, and regulatory requirements in the USA.Good ability to identify and adapt best practices from other organizations. Good external focus to stay “plugged in” to trends and developments within the industry.
Salary range:
$72,300.00 - $130,100.00
