    Monitoring Specialist – Home & Community Based Services in Augusta, ME or South Portland, ME

     

    Partial remote, ability to travel to program locations in southern, coastal and western Maine

     

    The Department of Health and Human Services (DHHS), Office of Aging and Disability Services (OADS), Developmental Disability and Brain Injury Services Unit oversees MaineCare Section 1915(c) home and community-based (HCBS) "waiver programs" for adults with an Intellectual Disability, Autism Spectrum Disorder, other Related Conditions, and Acquired Brain Injury.

     

    In this position, the selected individual will support the Department’s and Office’s goals and objectives. These goals and objectives conducted will be a range of monitoring and surveillance activities to determine HCBS program compliance, planning and conducting program desk level reviews (DLRs), and on-site visits. This position will also collect, review, and assess data from OADS data systems, HCBS providers, and other sources as well as develop training, DLRs and on-site compliance review summaries, and Corrective Action Plans.

     

    **Knowledge and skills needed include** :

    + Possess or quickly develop knowledge of applicable Medicaid, MaineCare, and HCBS Waiver policies and regulation, both state and federal.

    + Understand Person-Centered Thinking and Planning.

    + Demonstrate a high level of critical thinking and customer service skills as well as excellent communication skills both written and oral.

    + Work cooperatively with varied constituents, providers, and stakeholder groups as well as varied levels of management which may include:

    + OADS Quality Assurance (QA) waiver specialists, OADS Resource Coordinators, Adult Protective Services, staff from Division of Licensing and Certification, and the Office of MaineCare Services.

    A bachelor’s degree in social services or a related field and at least 2 years working with people with intellectual and developmental disabilities, acquired brain injury or related conditions.

     

    _Preference will be given to applicants experience in conducting program compliance work, program development/policy/analysis, experience with quality assurance and quality improvement development of services for persons with disabilities._

    HCBS Monitoring Specialist’s tasks include:

    + Conduct a range of monitoring and surveillance activities to determine HCBS residential

     

    settings’ compliance including identifying areas needing improvements, reported concerns of individual HCBS standards violations.

     

    + Plan and conduct program reviews (DLRs and on-site visits) of HCBS settings in

     

    accordance with established processes and protocols.

     

    + Collect, review, and assess data from OADS data systems, HCBS providers, and other

     

    sources as needed, to determine compliance with HCBS Settings Rule requirements.

     

    + Develop training, DLRs and on-site compliance review summary, and Corrective Action Plans as applicable.

    + Work cooperatively with a variety of stakeholders, including community-based providers, OADS staff, other DHHS and State offices, and other external entities.

    + Use Microsoft Office 365 programs, including SharePoint, Excel, Word, Outlook, PowerPoint and other electronic tools to accurately record data.

    + Participate in initiatives as assigned to support the Department’s and Office’s goals and

     

    objectives.

     

    + Provide excellent customer service in conducting all work.

    + Participate in meetings as assigned.

     

    Compensation for roles at Staffing Solutions Organization LLC (SSO) varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, SSO provides a reasonable range of compensation for this role. In addition, SSO provides a range of benefits for this role.

     

    Applicants must be authorized to work in the U.S. This position is not eligible for work authorization sponsorship including H-1B sponsorship) by SSO. Under the federal laws relating to the F-1 STEM EAD program, SSO may be able to support a STEM EAD extension application at the sole discretion of your Designated School Official. This does not guarantee that any STEM EAD extension application will be approved.
