    This is a temporary unclassified position that is anticipated to last up to three (3) years that includes state benefits.

     

    _*This position is eligible for telework to applicants who reside in Minnesota or in a bordering state to Minnesota and live 50-miles or less from the primary/principal work location. Effective June 1, employees living within 50 miles of the office location listed above will be required to work in the office at least 50% of the time each month. For those who live 50 or more miles away, with supervisory approval and satisfactory performance are eligible to telework up to 100% of the time._

    Under the direction of the Early Childhood Mental Health Systems Coordinator, and under the supervision of the Community Based Services Supervisor, this position will focus on the technical and budgetary aspects of Early Childhood Mental Health consultation contracts, planning and supporting consultation groups, as well as assist with policy development. This position will plan, and support contracts related to evidenced-based training related to early childhood mental health.

     

    This position will advance Minnesota’s capacity to prevent early childhood mental health conditions in young children, by overseeing and supporting the needs of early childhood providers such as childcare providers, child welfare, home visitors, public health nurses and teachers and staff. The incumbent will consider prevention, early intervention, intervention and intensive interventions for the early childhood population when responding to requests. The incumbent also coordinates grant program goals and policies with the Department of Health Early Childhood grants, Department of Children, Youth and Family, and the Department of Education Early Childhood Grants.

     

    The incumbent, reporting directly to a supervisor, will report on various activities, projects, and outcomes to other supervisors and managers within the agency, division, or department.

    Domain of responsibilities includes:

    + The employee performs the lead role in administering all phases of the programmatic, technical, and budgetary aspects of Early Childhood Mental Health Grants to implement Division policy, in compliance with state procurement laws (M.S. §16A.15 and §16C), federal block grant standards, and DHS equity in contracting standards. Activities include request for proposal including micro-grant, mini-grant development and execution; determining; proposal collection, evaluation, selection and awarding processes; contract and contract amendment development and execution; program/project/service reporting development and review; site visit preparation, implementation and review; grant close preparation, implementation and review including final reporting and grantee evaluation.

    + Work closely with Lead Staff to administer technical and budgetary aspects of Early Childhood Mental Health contracts; and coordinate with the Department of Health, the Department of Education, and the Department of Children and Families to integrate various funding streams and service delivery models.

    + Develop and administer statewide grant-program budget criteria for three-to-five-year grant funding cycles to achieve legislative and policy goals within the limits of state and federal funding availability and legal requirements.

    + The employee works closely and in a culturally competent manner with grantee provider organizations (vendors) to develop individualized program goals and outcome measures capable of meeting the early childhood mental health needs of culturally specific individuals, families, and communities, while ensuring compliance with rules and legislation.

    Minimum Qualifications

    Two (2) years of experience demonstrating expertise with government grants and/or contract competencies.

    Experience must clearly demonstrate:

    + Strong understanding of core contract and/or grant management standards and practices that include managing requests for proposals (RFPs).

    + Understanding of grant knowledge roles and relationships of county, tribal, state, and federal governments.

    + Familiarity with negotiating contracts terms to a wide variety of contractors and/or grantees.

    + Data research skills sufficient to identify best practices, abnormalities and track measurable results.

    + Program and project management skills that also includes tracking grant budgets and presenting program efforts.

    **_*Bachelor’s degree or higher in social work, psychology, public health, or another related fields may substitute for one (1) year of work experience_** _._

    Preferred Qualifications

    + Variety of experiences working effectively with others from different backgrounds and cultures.

    + Knowledge of Minnesota’s Human Services Behavioral Health Programs and/or delivery systems.

    + Experience presenting data.

    + Engagement and outreach skills to negotiate a variety of interests to reach consensus.

    + Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
