Southwest District Health (SWDH) is recruiting aPublic Health Program Manager 2 (WIC Program Manager, Registered Dietitian)to join the dedicated group of public health professionals in theFamily Services program within the Division of Family and Clinic Services.
As aWIC Program Manager, Registered Dietitianand public health employee, you will serve an active role in improving the health of your community. As part of a small, but mighty team, you will manage, organize, and oversee the Family Services program within the Family & Clinic Services Division, with primary responsibility for the Women, Infants, and Children (WIC)/Nutrition program. Provide leadership, consultation, and liaison with staff, healthcare providers, and the community. Oversee the delivery of clinical and educational services across all six counties served by SWDH, and fulfill the Local Agency/WIC Coordinator role per the contractual agreement with the Idaho Department of Health and Welfare. Ensure accountability, integrity, and compliance in all operational, fiscal, personnel, and regulatory matters related to WIC operations. Perform administrative, supervisory, and professional duties related to the planning, implementation, and evaluation of local WIC program activities.

Our generous benefits package boosts total compensation for full-time Public Health Program Manager 2, transforming the base pay range from $38.82 - $41.10/hour to an estimated total compensation value, including benefits, of $53.72 - $56.61/hour, showcasing our investment in your well-being and professional growth.
Typical Duties:
Candidates must be able to complete the essential job functions with or without reasonable accommodation and meet all the mandatory qualifications of the position.
+ Plan, organize, and oversee Family Services programs and staff, including WIC/Nutrition, ensuring effective service delivery across six counties and alignment with community needs and strategic goals.
+ Assess and evaluate client and community needs; coordinate referrals with internal and external partners; plan for WIC service expansion and integration with other programs.
+ Supervises staff of professionals and paraprofessionals, evaluates employee performance, and addresses personnel performance issues quickly, effectively, and consistently.
+ Collaborate with program leads to develop and monitor annual program budgets; ensure compliance with fiscal guidelines and track expenditures.
+ Guide development of local nutrition education and breastfeeding support plans; evaluate WIC programs for effectiveness, efficiency, and safety; implement continuous improvement strategies.
+ Operate according to federal WIC regulations and state operational guidelines; complete and submit required reports and support documentation; maintain staff training and credential compliance.
+ Participate in leadership team decision-making and contribute to district-wide strategic planning efforts; engage in local/state workgroups to enhance nutrition and program services.
+ Hire, train, supervise, and evaluate a multidisciplinary team; develop performance standards; address performance issues; support staff development and retention in coordination with HR.
+ Assign and oversee staff training plans, ensuring compliance with WIC federal guidelines; facilitate onboarding and competency verification using state WIC training materials.
+ Lead the creation and implementation of WIC policies and procedures; coordinate program schedules and integration with other division services to meet client needs.
+ Offer technical assistance and consultation in nutrition services to staff and partners; perform direct Registered Dietitian services as needed; assist with client services during staffing shortages.
Minimum Qualifications:

Minimum Qualifications (MQ):

- Management practices
- Public health principles and practices
•Good knowledge” is typically gained through either a closely related bachelor's degree, 2-4 upper division college courses related to the subject and 2-4 years of mid-level work experience closely related to the subject, or a combination of coursework and experience that represents the knowledge level above.
+ Approximately 2 years of related work experience in the following areas:
- Developing and monitoring a budget
- Developing and implementing public health operating policies and procedures
- Interpreting and applying federal and state public health laws
- Collecting and organizing public health data and developing technical reports
- Analyzing public health program issues and making recommendations
MQ Specialty :
+ Valid Driver’s License
+ Requires a Licensed Dietitian (LD) credential from the Idaho Division of Occupational and Professional Licenses, which includes a bachelor's or graduate degree from an accredited institution, completion of an ACEND-accredited supervised practice program, and passing the Commission on Dietetic Registration (CDR) exam, in accordance with Idaho Code, Section 54-3506.
Ideal Knowledge, Skill, and Abilities :
+ Bachelor’s degree in nutrition, health education, public health, healthcare administration, or related field.
+ Three to five years of management experience, including supervising professional/support staff, directing and evaluating staff performance, developing programs and policies, budget preparation and monitoring program revenue and expenditures.
+ At least five years of professional experience in the nutrition services field, including, nutritional risk evaluation and assessments, breastfeeding education and support with at least three years at the supervisory level preferred.
