    This posting is for an Engineering Technician II position located in the District 1 Office. This position will serve as a Project Inspector on roadway and structure projects. Project Inspectors are required to communicate daily with the contractor and schedule themselves and lower-level technicians to cover daily operations, complete and/or review NPDES paperwork for permit compliance, review project plans and verify construction is in accordance with plans, special provisions, roadway specifications, and standard drawings. Project Inspectors also complete assorted documentation such as daily diaries, sample cards, asphalt reports, material received reports, as well as monitor and inspect erosion control and traffic control devices, test concrete, perform density tests (conventional and nuclear), obtain material samples, and inspect all operations of the project. This includes, but is not limited to, grading operations, utility work, pipe laying, subgrade preparation and checking, asphalt and concrete operations, seeding and mulching, sign and signal installation, retaining walls, reinforced concrete box culverts, and bridge work. Project Inspectors take and record field measurements and perform a wide range of calculations and computations to determine contract pay quantities and assist in preparing partial payment entries for monthly payments. Project Inspectors also communicate project related information with representatives from the Division, other agencies, and with the public. This position will also serve the District office by working with counties, municipalities, contractors, and field support personnel as the permitting technician to establish compliance with applicable engineering standards and guidelines. The position will review plans for subdivisions, utility installations, roadway improvements and prepare cost estimates. The position will process permits, including driveway, utility and non-utility encroachment agreements, road additions and abandonments, and other records and reports as assigned. The position will be required to interact with local governmental agencies, utility representatives, contractors, property owners, and others to discuss adherence to policies and procedures, answer questions and address complaints from the public by telephone, written correspondence, or in person.     Knowledge, Skills and Abilities / Competencies

    Applicants must submit an application that clearly reflects work experience that demonstrates the following:

    + Skill in evaluating and applying engineering judgment to construction plans, contract provisions, and inspection procedures.

    + Experience in conducting independent, moderately complex inspections, with limited supervision.

    + Experience in maintaining neat, legible and accurate records and reports, including computer/iPad data entry.

    + Experience in sampling and testing of materials to evaluate acceptance.

    + Demonstrate ability to lead co-workers on assigned tasks.

    Additional Expectations:

    Ability to establish and maintain positive lines of communication between other technicians, engineers, contractors, and the public. Should be able to effectively communicate in a clear, concise, organized, and persuasive manner, both orally and in writing. Ability to make independent decisions using sound engineering judgement. Ability to work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, weather extremes, and traversing rough terrain in evaluating highway construction. Must be able to perform moderate physical activity including but not limited to walking, climbing, balancing, kneeling, and standing. Must be able to lift 50 lbs. Knowledge and skill in the use of Microsoft Office suite products, such as Word, Excel, and Outlook, is required. Experience with iPads/tablets, and SharePlus/SharePoint is highly preferred. Moderate working knowledge of mathematical functions is required. Must be able to work nights and/or weekends as required by project workload/staffing with fluctuating hours, if needs be on any assigned project within the limits of Division 9. Must apply safety philosophy and program to all operations. The selected applicant will be expected to legally operate a motor vehicle. Safety-toed shoes required.

    Associate degree in an applicable area of Engineering Technology, Survey Technology or a related curriculum from an appropriately accredited institution and two (2) years of progressive technician level experience; or an equivalent combination of education and experience.
