    Duties Description John L. Norris is a 44-bed inpatient Addiction Treatment Center (ATC). The Director is responsible for providing clinical, operational, and fiscal leadership of the program to ensure quality substance use treatment services in compliance with OASAS regulations, Commission on Accreditation of Rehabilitation Facilities (CARF) accreditation, Sanctuary Model certification, and federal standards, laws, rules, and regulations. The incumbent is responsible for the planning, organization and administration of a comprehensive, state-operated program of addiction treatment services including admissions, treatment planning, patient services, referral and discharge. Duties include, but are not limited to:• Develop and maintain all evaluation and monitoring systems, including staff committees, to ensure the effective delivery of clinical services. This includes an annual strategic plan which reflects appropriate goals and objectives which are inclusive of maintaining highest quality care, adherence to the OASAS 818 regulations and enhanced program development addressing the specific needs of the substance use population. Continuous CARF accreditation must be maintained.• Monitor and report quality of care issues with OASAS and the Justice Center including deaths and allegations of abuse and neglect and ensuring the adherence to 836 regulations such as incident reports and investigations and incident review.• Achieve OASAS service level goals for overall occupancy, patient days, and length of stay. Work with local providers of addiction services to minimize or eliminate refused admissions and waiting lists.• Participate with local providers and county government in the planning process for the overall delivery of addiction services in the catchment areas to develop and augment community services which complement and supplement those offered by the ATC, such as outpatient clinics, detoxification services, counseling services, information and referral services and residential services. • Manage the ATC as a component of the Division of ATCs. The Director participates in statewide committees, contributing to further policy development on a statewide basis.• Develop and submit annual and monthly narrative and statistical reports on facility activities and patient progress for program audit and evaluation, third party reimbursement, and program reporting units.• Protect patient privacy and ensuring that all releases of information satisfy federal regulations on confidentiality as defined in Article 42 of the Public Health Code.• Oversee the billing of treatment services of the program to the insurance companies including submitting the required documents, obtaining authorizations, and timely concurrent reviews to maximize revenue. • Operate the ATC within the authorized fiscal resources including procurement of goods and services to run the facility and contract management within the established ATC budget, monitoring of expenditures for both personal and non-personal services and working with all support services including the Office of Mental Health business office; ensuring building maintenance; maintaining the therapeutic environment and physical plant; and ensuring that all potential sources of revenue for services delivered are maximized.• Monitor and evaluate front door operations including admissions, waiting lists, refused admissions, and program dropout rates and modifies procedures and policies for efficiency and appropriateness.• Oversee the selection, assignment, and evaluation of ATC staff; determine the training needs of staff; assign staff to provide the necessary programs; plan for regularly scheduled training activities; provide training in his/her care area of expertise and assigns subordinate staff to provide other programs; arrange to provide additional training needs; and evaluate the effectiveness of training programs.

     

    Minimum Qualifications Bachelor’s degree and six years of professional clinical experience in a health care, mental health, or addiction setting. One year of this experience must have included directing a licensed or certified addictions program. Candidates must also demonstrate possession of the requirements to be designated as a QHP as defined in 14 NYCRR, Chapter X, Part 800.2(15).

Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC) that includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees.
