    Duties Description As an Addictions Program Specialist 2, the incumbent will assist with incident management activities including but not limited to drafting of policies and procedures, conducting internal and external training on all phases of incident management and corrective action planning; review of confidential information including incident reports, complaints against OASAS credentialed addiction professionals, providers and staff; and conducting investigations to determine the validity of information and complaints. Routine travel, including overnights, is required. Key tasks include, but are not limited to, the following: • Draft job aids, guidance documents, and training materials related to Incident Management,• Develop and present training materials related to Incident Management and Investigations, • Prepare and present Incident Management information to OASAS staff and OASAS certified and funded agencies,• Serve as a subject matter expert regarding reporting, investigations, and other aspects of Incident Management,• Provide technical assistance to OASAS staff and OASAS certified and funded agencies as necessary,• Evaluate, review, and approve investigative reports and summaries for OASAS incidents,• Evaluate, review, and approve Corrective Action Plans for OASAS Oversight and Monitoring,• Conduct quality assurance and quality improvement audits and evaluations, • Supervision of Addictions Program Specialist 1s, • Perform administrative duties, including completing supply ordering, monthly reports, and tracking complaints,• Perform other duties as assigned. This position requires excellent writing and grammatical skills and the ability to navigate Teams and Webex. It also requires organizational skills and the ability to prioritize work assignments. This position requires travel occasionally to areas not served by public transportation (approximately 25%).

     

    Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Contingent permanent qualifications:Permanent status as an Addictions Program Specialist 2, G-23 and interested in reassignment ~OR~ Reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 2, G-23 ~OR~ Eligible for transfer under Section 70.1 of the Civil Service Law ~OR~ A bachelor's degree and three years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.A master's degree and two years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.

     

    Additional Comments The salary range listed for this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.Generous benefits package, which may include: medical, dental and vision coverage; NYS Employees Retirement System (pension); optional Deferred Compensation Program; tuition assistance; generous paid leave benefits; compensation for 13 State holidays per year; access to NY 529 and NY ABLE College Savings Programs; and Flex Spending Accounts.
