GENERAL PURPOSE:

The primary role of this position is to support all aspects of the Transportation & Cross\-Dock Procurement activities and strategy, which consists of a total annual freight budget of ~$400 million\.

• **Procurement:** development and execution of analytical and transparent bid processes, negotiation support, recommendation development, and a logical selection process to support cost controls, required service levels and forecasted company growth\. Participate in Procurement special projects, cross\-dock rate structure development, 5\-Year and Budgeting processes, and periodic reviews\.

• **Administration and Risk Avoidance:** Participate in contract management, risk management, freight payment controls and business continuity programs to minimize company, service and inventory risk\. Align with Procurement Managers & Operations to ensure all activities are supported within the contract/agreement\. Proactively collaborate with Finance with any cost exceptions\.

• **Strategy:** develop and support cost controls, strategies and analysis to meet transportation's forecasted long and short term growth\. Provide support to all assigned Procurement strategic special projects\.

• **Vendor Relations:** Conduct business activities that foster professional and ethical business relationships driven by ethical, fair, logical and objective activities for all providers and transportation vendors\.

ESSENTIAL FUNCTIONS:

Sourcing Activities:

• Responsible for the development of and execution of procurement support activities that enable all Transportation Procurement Managers, with significant focus and support of the cross\-dock strategy

• Responsible for the development, and sustainability of providers to meet and exceed the requirements of Ross Stores\. Provider network must support cost controls, performance metrics, company growth and business continuity\.

• Responsible to foster professional business relationships with Ross business partners, ensuring relationships with vendors and suppliers are based on price, quality, security, service, sustainability and reputation, carefully guarding the professional integrity of Ross\.

• Participate, develop and coordinate strategic initiatives to support expense targets, required performance standards and future strategic growth opportunities\.

• Develop executable Business Continuity strategy to minimize interruptions with inventory flow\.

• Ensure provider compliance with contract terms and apply corrective action plans as appropriate\.

• Collaborate closely with the Operations team to ensure all activities are within contract terms and determine when and if any contract terms need to be amended based on the needs of the business\.

• Collaborate with the Finance team to ensure the accuracy all costs, and support activities to ensure proper payment of Ross approved exceptions\.

• Support the Procurement team with Peak season preparations and activities\.

• Provide support to the preparation, execution and analysis of assigned RFP's\.

Develop and execute RFP processes and Procurement sourcing initiatives:

Ensure current, accurate and complete information is provided to business partners to support logical and fair business practices\.

• Responsible for activities that support the quantitative and qualitative bid evaluation and analysis process, considering cost controls, ability to meet service levels and performance metrics, ability to support growth, and ability to sustain long term\.

• Participate in procurement manager negotiations and benchmarking to best value solution\.

• Responsible for the annual assessment of assigned procurement providers that support all shipping and cross\-docks within the Ross supply chain network\.

Ensure adequate controls:

• Collaborate with internal and external legal counsel and risk management resources to ensure contractual compliance for Procurement contracts\.

• Ensure controls are in place to accurately validate and confirm invoice payments\.

• Participate in the annual 5 year plan and annual budget activities\.

• Maintain compliance with Ross' Code of Conduct and Business Ethics, specifically maintaining an objective assessment of vendors and supplier's services\.

• Ensure confidentiality of all Ross sensitive information

QUALIFICATIONS AND SPECIAL SKILLS REQUIRED:

• Four year Bachelor's degree

• Minimum of 3 years Transportation experience

• 5\-8 years supply chain experience; and knowledge of retail and cross\-dock operations a plus

• Strong analytical and negotiation skills required

• Data driven approach to problem solving

• Knowledge of transportation regulatory requirements

• Diverse Logistics/Transportation experience \- preferred

• Broad working knowledge of transportation, cross\-docks, contracts, pricing formats, contractual language, claims, RFP processes and insurance requirements \- preferred

• Must possess excellent written and oral communications skills and be able to communicate with all levels and departments both within and outside of the organization

• Strategic & proactive thinking: Ability to proactively identify long\-term issues and develop mitigation solutions

• Working knowledge of the full MS Office Suite: above average in Excel, Access and PowerPoint

• Flexible team player, with the ability to multi\-task in a fast paced, high growth environment

PHYSICAL REQUIREMENTS/ADA:
