Description
Duties & Responsibilities:The Program Manager is responsible for overall functioning and oversight of assigned Residence(s) and Core Room(s). This position’s specific duties and responsibilities include but are not limited to the subsequent items and are characterized in the following five standards of performance, defined as below:
Programming/Scheduling
• The Program Manager’s schedule is typically Monday- Friday 8am to 4pm however is subject to change or be flexed based on the program/workload needs and may include day, evening, overnight, weekend and holiday hours. (Serve as on-call back up for coverage and/or emergencies)
• Serve on 24-hour Program Manager On-Call rotation
• Following assigned work schedule and placement. Your specific work schedule and work site placement will be determined by program needs and will be discussed with you by your direct supervisor or Director of Residential and Day Habilitation, VP or another member of the EMT.
• Required to be part of the Residential on-call rotation when scheduled. This may include being called in for evening, weekend, overnight or holiday shifts.
• Due to the critical nature of our Agency’s work, and required 24-hour coverage, the Residential Program always remains open it is imperative and expected that all employees (Residential & Day Habilitation) make every effort to report to work in the event of inclement weather, including, but not limited to, snow, ice, freezing rain, flood or State of Emergency. Employees should also make every effort to remain at work in the event inclement weather occurs during their work schedule, until relieved of duty by the following shift.
• This position may also require you to travel or transfer between one work location/site and another per a supervisor’s request. Approved transportation with personal vehicles is reimbursable at the per mile rate set by IRS guidelines. Mileage, from a regularly assigned place of work to a temporarily assigned place of work can submitted for reimbursement.
• Responsible for creating and maintaining 24-hour coverage of their specific assigned IRA, and when on-call maintaining coverage of all programs/IRA’s.
• Maintain an acceptable work attendance as the defined in the agency’s Employee Manual.
• Submit maintenance requests for needed repairs
Supervision of employees
• Participates in the screening and/or interviewing of potential Residence Aide/Assistant Residence Manager’s (DSP’s) applicants and making recommendations for hire.
• Reviews signs and submits staff time sheets; approving leave time requests.
• Directly supervises Assistant Residence Managers and Residence Aides in the performance of their respective responsibilities and job duties; assist or ensure training needs are met; maintaining communication with staff regarding work performance.
• Completes staff evaluations at 90 days, and yearly.
• Conducts monthly staff meetings.
General Program Oversight/Documentation/Record Keeping
• Conducts, reviews and documents inspections; audits; fire drills, daily/weekly/monthly/yearly turnover, progress notes and maintaining any other assigned documentation.
• Performs, participates in, supervises, and assists with routine Life Plan meetings, development and the implementation of ISP and SAP plans as well as maintaining IPOP’s.
• Conduct clinical and administrative reviews of Habilitation Plans, monthly notes and Medicaid billing to ensure that the plans meet agency and regulatory requirements
• Conducts or participates in case conference with staff and/or other service providers, as needed.
• Confers, on a regular schedule, with supervisors, case managers and guardians regarding health and safety issues, skill development and progress and all other pertinent resident information or issues.
• Supervises the diet; nutritional needs; medication requirements; doctor’s appointments and overall care provided to each resident.
• Provides appropriate first aid based on visible symptoms and client history in accordance with accepted first aide practices.
• Provides crisis intervention when needed.
• Follows all regulations, policies and procedures as found in Manual.
• Performs other related duties as assigned by supervisor.

• Responsible for training DSP’s to explore quality of life outcomes for people receiving services, surrounding issues involving choice, health, safety, social capital, relationships, rights, goals, dreams, employment and implementing best practices to support individuals to accomplish outcomes.
• Continue to pursue available education, training and up to date knowledge of person-centered practices for the Program Manager position and the employees that fall under the PM’s purview.
Teamwork
• Encourage and maintain a positive working relationship with all departments in the agency, parents, staff, individuals supported, and community partners while expecting the same from direct report staff
• Communicate all health, safety, consumer and/or program concerns, sensitive situations and incidents to supervisor
• Attend and participate in all required and/or requested departmental or agency meetings
Documentation
• Complete required documentation in conformance with rules, regulations, policies and procedures and billing practices
• Perform documentation reviews to ensure records are maintained in conformance with rules, regulations, policies, procedures and billing practices
Compliance & Accountability
• Identify and report and untoward incidents and completion of related documentation and investigatory summaries
• Identify, report and/or correct all safety hazards including physical plant problems and/or problem work practices and assist with investigating all work-related accidents as requested
• Participate in any investigations as required
• Comply with all State and Federal regulations along with agency policies and practices
• May be exposed to communicable diseases; exposure within the Residential and Day Habilitation Program is closely monitored. General precautions can greatly reduce the risk of exposure to infectious agents in the workplace, and employees/visitors should always follow appropriate universal precautions.
Training & Development
• Ensure employees receive the required agency and/or state mandated training (First, Aid, CPR, SCIP, etc.)
• Obtain and maintain required training certifications that include: First Aid, CPR, SCIP, etc.
• Attend all required training, staff development programs, committees and staff meetings as required by the agency and/or State and Federal regulations.
Requirements
QUALIFICATIONS
+ Associates/Bachelor’s Degree in a Human Service area plus 3 years of experience -OR- A combination of education and experience that in the opinion of the reviewing agency, exceeds the above standards of the program.
+ Possess a valid NY State driver’s license acceptable to the agency’s insurance carrier.
+ Must physically be able to perform required certifications and lift fifty (50) pounds
SPECIAL REQUIREMENTS
+ Possess good analytical, interpersonal, written, oral and communication abilities and effective time management/organizational skills.
+ Able to work scheduled hours that may include overtime, weekend and/or holiday timeframes and maintain acceptable work attendance a defined in the agency’s personnel policy manual and handbook.
+ Be computer literate with knowledge in agency operating systems and applicable software required for departmental needs.* Able to generate and present comprehensive written reports and respond to questions about the report
+ Demonstrate sound judgment in normal work and emergency situations
Salary Description
$24.50/per hour to $25.75/per hour to start
