TRT052 Transportation Tech 3 – Construction Inspector
Pay Grade I
$40,900.00
JOB SUMMARY: Under broad supervision, provide advanced ‐ level technical support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic.
JOB SPECIFIC DUTIES: Under general supervision, monitors construction of bridge and roadway projects to assure conformity with contract documents, project plans and department specifications. Inspects all, including most complex work being done on project and documents project activities in accordance with departmental guidelines. Gathers field engineering and survey data, and performs construction layout calculations and field construction surveys, as required. Directs work of lower level inspectors as required.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.
STATE ENTRY QUALIFICATIONS:
• High school diploma or GED AND One year of experience at position equivalent.
AGENCY MINIMUM QUALIFICATIONS:
• Completed ESD Group I and II *OR* possess the equivalent: Knowledge of plan reading.
• Possesses one or more years of experience inspecting portions of moderately complex highway construction activities (e.g., minor bridge and culvert replacement projects, city/county contracts).
• Possesses a working knowledge of construction specifications and standards as it relates to transportation AND a working knowledge of acceptable construction practices.
• Demonstrated competency in performing basic algebraic, geometric and trigonometric calculations related to highway/transportation inspection and measuring and calculating appropriate quantities.
• Demonstrated familiarity with all equipment, testing, and work procedures utilized during excavation and embankment inspection.
• Displays knowledge of Erosion Control and the measures used to fix the problematic areas;
• Displays knowledge of the elements of a Roadway (base course, embankment, shoulders, etc.) and how to properly inspect a base course.
• Knowledgeable about all materials, tests, machinery, processes, and the sequence of operations involved in asphalt pavement construction.
• Demonstrated competency in reading and comprehending blueprints and other documents associated with construction inspection.
• Demonstrated competency in preparing inspector/contract diaries, highway construction inspection reports, and filling out department forms as required.
• Displays basic skill in using more advanced technologies used in highway construction inspection.
• Possesses ability to work and communicate with supervisors, co-workers, local officials, contractors and the general public in a professional manner.
• Possesses ability to make sound, well-informed decisions based on established guidelines within the authority of the job.
• Displays a high level of ethical conduct.
• Possesses ability to adapt to change.
• Possesses the physical strength and agility, memory and eye-hand coordination necessary to perform the core responsibilities of the job.

• WECS (Green Card)/GSWCC Level 1A (Blue Card)
• Public Works Civil Technician Certificate

Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
