OVERVIEW:
Since 1946 Veterans Canteen Service (VCS) has delivered the VCS benefits to millions of Veterans enrolled in the Department of Veteran Affairs (VA) Healthcare system, the largest Healthcare system in the United States. VCS is a program office in the Veterans Health Administration (VHA) that is Veteran facing, providing America’s Veterans enrolled in VA’s Health Care System, their families, caregivers and VA employees, reasonably priced merchandise, and services essential to their comfort and well-being.
The Veterans Canteen Service (VCS) located at the Jefferson Barracks VA Medical Center in St. Louis, MO is seeking a Program Support Assistant (Business to Business) in the Services Division. This position will report directly to the Chief of Services (Central Office). The primary purpose of this position is to assist in the decision process for product assortments ensuring they are compelling, commercially viable, and supports overall business objectives.
DUTIES:
Duties of this position include, but are not limited to:
+ Executes and delivers sales and margin through strong product assortment. Develops and implements strategies for product assortment, marketing, and vendor partnerships to deliver sales and profit goals.
+ Shops and analyzes the competition to understand trends, pricing opportunities, marketing concepts, and the customers’ perspective. Stays on top of competitive pricing and market conditions and communicates updates to supervisor as market changes.
+ Participates by collaborating with VCS Brand and Communication Division to build a strong seasonal advertising strategy. Determines items and categories for promotional opportunities to drive sales.
+ Evaluates advertising and promotional performance; identifies new opportunities; moves quickly to address issues.
+ Manages vendors relationships – manage supplier/partner contracts, identifies new partners, and maintains day-to-day relationships.
+ Performs technical and administrative tasks in support of VCS Services Division with direct responsibilities for the CDCE Promotional Account, the Rehabilitation Games Program, Promotional Fund Purchases, VCS Purchases, Appropriated Fund purchases, conferences, conventions, and other events.
+ Identifies and maximizes new business opportunities with internal VA entities to become their vendor of choice with the purchasing of promotional product, employee award recognition items, convention and event display items and giveaway product.
+ Understands and assures adherence to applicable policies concerning use of government funds, promotional funds, and incentive awards. Incumbent must be able to use sound judgement and adapt in lieu of any written guidance.

QUALIFICATION REQUIREMENTS:
+ Must have strong analytical and financial skills to include a solid command of retail math, including understanding the calculations of gross margins and Return on Investment (ROI).
+ Must possess negotiation and group presentation skills.
+ The ability to adapt in lieu of any written guidance.
+ Possess exceptional organizational skills to perform in a fast paced and deadline sensitive work environment.
+ Proficient PC skills and ability to work with computer applications and programs. Excellent attention to detail. Ability to multi-task with changing/conflicting priority levels. Strong time management and organizational skills.
+ Ability to communicate effectively both orally and in writing and with strong problem-solving skills.
Participation in the seasonal influenza and Coronavirus Disease 2019 (COVID-19) Vaccination programs are requirements for all Department of Veterans Affairs Health Care Personnel (HCP). Participation in the seasonal influenza program is a condition of employment. It is a requirement that all HCP receive the COVID-19 vaccination and annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons.
