    Job Description

    As a division of the Iowa Department of Health and Human Services (HHS), Iowa Medicaid insures more than 700,000 Iowans, operating with a budget of nearly $7 billion. Reporting directly to the Iowa Medicaid Director, the Chief Financial Officer is a key member of the Medicaid leadership team.

     

    In year two of a significant agency consolidation, Iowa HHS is a lifespan services agency and the State’s largest in both budget and number of employees. This new system design positions Medicaid in a cornerstone role beyond its foundational capacity as a major insurer in the state, to drive key population health outcomes and significant impacts to rural healthcare access, maternal health, and behavioral health system design. Iowa Medicaid is leading significant transformational efforts, including the launch of a redesigned home and community-based services waiver structure, a new service array for children and a co-designed model to launch Certified Community Behavioral Health Clinics (CCBHC).

     

    TheMedicaid Chief Financial Officer (CFO)is a key leader responsible for the financial stewardship and fiscal integrity of the Medicaid program. This individual ensures effective financial management, compliance with federal and state regulations, and sustainable budgeting. The CFO collaborates with HHS leadership, policymakers, and stakeholders to guide Medicaid's fiscal operations in alignment with program goals. Ideal candidates for theMedicaid Chief Financial Officerwill lead or participate actively and thoughtfully in project teams focused on financial impact and sustainability of Medicaid policies and programs with the state actuarial and other Medicaid and HHS finance teams.

     

    As with any leadership role, Iowa HHS seeks a self-driven, tenured executive who thrives while contributing to a fast paced and high-functioning team. Experience in Medicaid is preferred, but not required for this position.

     

    The Medicaid Division is working to align with broader HHS agency goals and objectives, support shared services throughout HHS and define repeatable processes with shared service functions and sister program areas.

    Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

     

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    1) Graduation from an accredited four-year college or university with a bachelor’s degree in public administration, social work, psychology, human services, or business management and experience equal to seven years of full-time management/executive-level work in human services including child welfare, social work or services, healthcare, hospital or health system administration, or business.

     

    2) A total of eleven years of education and/or full-time experience (as described in number one), where one year of full-time experience equals 30 semester hours of education (maximum substitution of four years).

     

    3) A total of eleven years of education and/or full-time experience (as described in number one), where 18 semester hours of accredited college or university graduate-level course work in a management-oriented curriculum (e.g., public or business administration) equal one year of full-time experience (maximum substitution of two years).

     

    4) A total of eleven years of education and/or full-time experience (as described in number one), where 24 semester hours of accredited college or university graduate-level course work in a special program curriculum (e.g., social work or data processing) equal one year of full-time experience (maximum substitution of two years).

     

    5) Current, continuous experience in the state executive branch that includes experience equal to two years of full-time work as a Public Service Executive or comparable management-level position.

     

    6) Current, continuous experience in the state executive branch that includes experience equal to four years of full-time work as a Public Service Manager 2 or comparable management-level position.
