Marketing Statement:
The Office of Technical Training and Development is hiring a Director of Maintenance Training to bring strong leadership, industry best practice, and adult-learning techniques to lead the delivery of Maintenance Training at Metro. This position supports Fleet Maintenance (bus and railcar).
The Director of Maintenance Training leads one of four training delivery verticals under Technical Training and Development and provides blended learning for new and current mechanics and technicians. This position also leads a Railcar Maintenance certified apprenticeship training program and will launch a technical skills Bus Maintenance program in the fall.
The incumbent to this position is a transformational leader and a skilled communicator who is able to build strong collaborative relationships with peers in Fleet Maintenance, envision and implement a future training program utilizing simulated and extended reality, effectively communicate up and down the chain, and lead and develop a team of 30+ talented training instructors, analysts, and managers to meet Metro¿s Fleet Maintenance needs in support of Metro¿s operating commitments to the region.

This is a full-time, in-person position based out of the Carmen Turner Facility in Hyattsville, MD.
MINIMUM QUALIFICATIONS
Education
+ Bachelor¿s degree in Education, Technical Instruction Design, Industrial Engineering, or similar discipline.
+ In lieu of a bachelor¿s degree, a High School Diploma and four (4) years of training program administration experience, in addition to the experience stated below, will be considered.
Experience
+ A minimum ten (10) years of experience in the development, administration, and/or implementation of large-scale training programs; experience must include at least four (4) years in a middle manager or higher-level capacity, responsible for leading and ensuring a qualified and well-trained workforce.

+ Specific experience in bus and/or railcar maintenance is preferred.

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.
SUMMARY
The Director Maintenance Training is responsible for the design, development, and delivery of technical and supervisory training programs for Bus and Railcar Maintenance. The incumbent directs the creation and implementation of comprehensive technical and professional development training programs to meet the Authority¿s Bus and Railcar Maintenance needs. Establishes training assessments and standards that are applied consistently across Bus and Railcar Maintenance to meet short and long-range strategic goals. The incumbent collaborates with all Planning & Performance, Operations, and Safety & Readiness senior-level management to effectively and efficiently provide quality training that meets strategic, operational, and safety requirements.
ESSENTIAL FUNCTIONS
+ Effectively plans and directs comprehensive Bus and Railcar Maintenance training to include training assessment, curricula development, personnel standards development, training aids development and training presentation to ensure that all activities are accomplished efficiently, safely, economically and in conformance with WMATA policies and procedures.
+ Directs all aspects of Bus and Railcar Maintenance employee training programs in the proper and safe method of providing maintenance while ensuring alignment with safety and regulatory requirements.
+ Develops scheduling and control procedures for training. Establishes management objectives, develops performance indicators, and maintains workload measurements.
+ Develops, administers, and implements effective employee selection and promotional procedures, reviews eligibility standards and supervises the transfer/promotion of Bus and Railcar Maintenance employees, ensuring compliance with Federal regulations, guidelines, Collective Bargaining agreements and WMATA policy.
+ Collaborates with Bus and Railcar Maintenance management to develop and evaluate Bus and Railcar Maintenance training programs, identify training needs, and propose resolutions. Represents Bus and Railcar Maintenance training and serves as a member on Authority training committees and task forces.
+ Develops annual training budget requirements and works within established fiscal and personnel budgetary constraints including monitoring vendor contract services and expenditures.
+ Develops, administers, and implement selection process to ensure best-qualified Instructors. Selects, supervises, trains, motivates, assigns, evaluates, counsels, and disciplines staff. Enforces WMATA rules, policies, procedures, and applies provisions of labor agreements. May represent Bus and Railcar Maintenance at disciplinary hearings, legal proceedings, and other meetings.
+ Prepares and presents timely reports on class performance, instructor/student pass/fail rates, student certification analysis, and comparisons to previous classes. Makes recommendations for improvements.
+ Identifies training needs and determines objectives, goals, and methods of instruction for curriculum and lesson plans. Evaluates efficiency and cost effectiveness of program content and methods of instruction. Observes, evaluates, and recommends improvements in teaching techniques. Ensures modifications and/or new equipment are incorporated in instruction.
