Position Summary Information
General Summary
TheOccupational Health and Hygiene Manageris responsible for leading and managing WSSC Water’s occupational health and industrial hygiene programs. The role includes oversight of laboratory health and safety, hazardous waste handling, chemical surveillance, and comprehensive industrial hygiene assessments. The Manager is also accountable for programs related to asbestos, mold, and lead paint issues to ensure compliance with regulatory requirements and the protection of employee health.
Essential Functions
+ Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
+ Plans, assigns, and supervises the work of technical and administrative employees in the Occupational Safety & Health Division
+ Oversees health and safety compliance for WSSC Water laboratories, including chemical hygiene plans, fume hood evaluations, and lab-specific hazard controls
+ Administers and oversees the Respiratory Protection Program, including fit testing, medical evaluations, equipment selection, and compliance with OSHA 29 CFR 1910.134
+ Manages the Hearing Conservation Program, ensuring employee audiometric testing, training, and noise exposure assessments are conducted in accordance with OSHA standards
+ Develops and implements ergonomic risk assessments and controls to reduce musculoskeletal disorders across field and office environments
+ Maintains and coordinates the calibration, deployment, and data review of personal gas monitoring equipment, ensuring operational reliability and incident response readiness
+ Manages the proper identification, storage, and disposal of hazardous waste materials for compliance with EPA and state regulations
+ Leads chemical surveillance initiatives, including inventory reviews, Safety Data Sheet ( SDS ) management, and chemical hazard assessments
+ Plans and conducts industrial hygiene exposure assessments for airborne contaminants, noise, heat stress, and other occupational hazards using recognized sampling and analytical methods
+ Coordinates and manages assessments, remediation efforts, and employee protection measures related to asbestos, mold, and lead-based paint in accordance with applicable federal and state regulations
+ Develops policies, procedures, and training materials to support the implementation and continuous improvement of occupational health and hygiene programs
+ Serves as a subject matter expert and provides technical guidance to operational departments, project teams, and leadership on occupational health risks and controls
+ Maintains and analyzes health-related data to identify trends, recommend corrective actions, and prepare regulatory reports and internal presentations
+ Collaborates with Human Resources, Safety, Environmental, and Facilities teams to address workplace health issues and support integrated EHS program goals
+ Addresses indoor air quality concerns, chemical exposure incidents, or employee health complaints; initiates appropriate evaluation and mitigation efforts
Other Functions
+ Assists WSSC Water teams in developing their own department proactive safety and health programs(s)
+ Provides quarterly reports on the safety performance of the organization’s performance and the status of teams working towards their established safety and health goals and objectives
+ Develops and reports performance measures for the WSSC Water’s respective teams and groups that include lagging and leading safety performance measures
+ Performs related duties as required

Required Knowledge, Skills, And Abilities
+ Knowledge of administrative principles and practices, including goal setting, program development, implementation and evaluation and supervision of staff through direct and/or subordinate levels of supervisors
+ Knowledge of principles and practices of budget development, contract administration and accountability
+ Clear understanding of current safety and health best practices
+ Leadership skills and the ability to work effectively with WSSC Water employees, the public and contractors
+ Good writing and verbal communication skills
+ Good interpersonal communication skills with the ability to communicate and promote security and safety program objectives with WSSC Water managers and staff
+ Ability to interpret job safety analyses in order to modify program objectives
+ Ability to formulate effective safety and health reports highlighting safety performance and any needs for performance improvement
Minimum Education, Experience Requirements
+ Bachelor’s degree and 5+ years experience associated with an environmental health and & safety program
OR
+ High School diploma (or equivalent) and 9+ years experience associated with an environmental health and & safety program
Additional Requirements
+ Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
+ Possession of a valid driver license with no more than 4 points and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer date
+ Employees in this position are designated or considered emergency personnel; therefore, the employee must report to work as scheduled or as directed by their supervisor when WSSC Water declares an event that requires emergency personnel to report to work
+ Serve as Safety Officer during emergencies
+ Certification as a Certified Industrial Hygienist, or other relevant nationally accredited certification
