Description of Job
This position assists the Financial Analysis and Reporting Unit with preparing a variety of statewide and ad hoc reports to address federal, statutory, and management reporting requirements that may include, but not limited to the Basic Financial Statements/Annual Comprehensive Financial Report, TABOR Schedule of Revenues, TABOR Schedule of Computations, Quarterly and Annual Revenue Summaries, and indirect cost recovery/cash management plan reports.
The position also performs research and analysis of laws, regulations, and accounting standards to assist with the preparation of such reports and to answer questions/requests for information regarding such reports.
A summary of the duties and responsibilities will include, but are not limited to, the following:
Taxpayer Bill of Rights (TABOR) Reporting- Assists with the preparation and submission of the Taxpayer's Bill of Rights Schedule of Revenues and Schedule of Computations Required Under Article X, Section 20 of the Colorado Constitution. Complies with Section 24-77- 101 through 24-77-109, C.R.S. in preparing the reports. Researches applicable laws and regulations surrounding the application of TABOR by state agencies and the Office of the State Controller, and maintains required accounting system changes for TABOR reporting. Ensures TABOR reports are accurate and complete, and submitted according to statutory deadlines. Responds to inquiries from management, agency personnel, accounting and budget staff in other state agencies, the OSPB, and Legislative Council on the application of TABOR within the State. Works with and responds to auditor requests related to audits conducted on TABOR and TABOR reporting in the Basic Financial Statements/Annual Comprehensive Financial Report. Maintains historical account of policy decisions related to TABOR and TABOR report preparations procedures.
Federal and Appropriations/Cash Fee Indirect Cost Plans- Assist in preparation of both plans under the direction of the Federal Reporting/Statewide Indirect Cost Manager by accumulating allocation basis statistics, preparing supporting schedules from accounting records using database and spreadsheet techniques, and by operating the cost allocation software. Determines the approach for all areas of time and effort reporting, and maintains and continually updates function information to align with the organizational chart. Evaluates and determines the impact of organizational changes on time and reporting, and implements related changes as necessary. Determines whether allocation basis statistics are complete and representative of the effort expended on behalf of each agency to which costs are being allocated. Identifies sources of financial information and selects the optimal reporting format for schedules supporting the indirect cost allocation plans. Assists superiors in answering and resolving questions from budget offices, institutions of higher education, the legislature, and federal oversight agencies.
Statutory and Other Ad Hoc Reports -Assists with the preparation of other statutory and ad hoc reports as requested, including the Basic Financial Statements/Annual Comprehensive Financial Report, and Quarterly and Annual Revenue Summaries.

MINIMUM QUALIFICATIONS:
Experience Only:
At least eight (8) years of relevant experience in an occupation related to the work assigned to this position
OR
Education and Experience:
A combination of related education (coursework requires 27 semester hours completed in accounting or auditing) and/or relevant experience in an occupation related to the work assigned equal to at least eight (8) years
Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for six (6) years of the requirement
The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:
+ Previous State Service related to the work assigned to the position
+ Experience with an ERP financial system or CORE, including generating custom reports for specific business needs.
+ Working knowledge of Generally Accepted Accounting Principles (GAAP) for state and local governments.
+ Working knowledge or application of laws related to the Taxpayer’s BiIl of Rights.
+ Working knowledge or application of indirect cost recoveries/plans.
+ Moderate to advanced knowledge of Excel, including experience in managing and evaluating large data sets.
+ Ability to communicate effectively and excellent customer service skills
Conditions of Employment:

Comparative Analysis Process
The comparative analysis process for this position may consist of a structured application review, an online assessment and a structured interview.
