Description
The Arc Mid-Hudson has a full-time position available on our Transportation team in Catskill for a Senior Transportation Supervisor/19A Examiner. This position reports to the Director of Transportation.
Responsibilities include, but are not limited to, the following:
+ Must keep records and files pertaining to driver testing; track fares, analyze problems; determine solutions; implement procedures to resolve problems.
+ Ensure routes and route schedules are organized in a cost efficient manner while providing maximum customer service. This includes ensuring the Federal Transit Administration (FTA) and New York State Department of Transportation (NYSDOT) Laws on announcing to the general public are followed correctly.
+ Meet and maintain qualification under Article 19A of the New York State Department of Motor Vehicles (NYSDMV), and Traffic Law. This includes filing of annual Affidavit of Compliance with the NYSDMV in the absence of the Assistant Director of Transportation.
+ Ensure all drivers meet and maintain agency driving standards, the provisions of Article 19A as set forth by the NYSDMV where applicable along with the Public Transportation Services training requirements, including all specialized clerical functions.
+ Train and test agency staff to assure their driving qualifications under Article 19A of the New York State Law, FTA, US/NYSDOT or agency administrative policies. Must ensure all pubic transportation driving requirements are met by all applicable drivers.
+ Administer FTA and NYSDOT’s Drug & Alcohol Program Management (DAPM) for the public and agency Catskill Transportation Department.
+ Prepare bi-weekly payroll and attendant clerical functions, including scheduling time off to ensure all routes are covered by drivers.
+ Ensure Human Resources Department is provided with the documentation needed to determine the current status of all Transportation Services staff.
+ Ensure all Public Transit vehicles meet the standards of the US/NYSDOT Vehicle Inspection guidelines. This includes following a strict maintenance program. Responsible for ensuring other agency vehicles comply with New York State Department of Motor Vehicle regulations and other regulatory codes which may apply.
+ Ensure all agency vehicles receive the preventive maintenance and repairs needed to insure their safe operation and are successful in the US/NYS DOT Inspection program.
+ Responsible for the direct supervision, including performance evaluations, of Transportation Department drivers and Dispatcher.
+ Assist Assistant/Director of Transportation in exercising disciplinary action when required.
+ Follow public transportation guidelines in reportable accidents based on FTA Drug and Alcohol and Passenger Transportation Safety Bureau (PTSB) guidelines. Responsible for Accident Investigations and providing follow-up information to submit to the Transportation Safety Officer.
+ Responsible of farebox collection, processing and deposit policy and procedures are followed.
HOURS: 40/Monday through Friday - 8:30 am to 4:30 pm (hours may vary and may require some weekend hours)
STARTING SALARY: $ 60,405.80 per year
Minimum Requirements
+ High school diploma or equivalent
+ Valid New York State Class A, B, or C Commercial Driver’s License with a Passenger endorsement.
+ Driving record must be acceptable to Arc Mid-Hudson, NYSDOT and FTA, along with a current certification by the Department of Motor Vehicles as a 19A Certified Examiner
+ One to two years’ supervisory experience.
+ Detailed knowledge of State Rules and Title 49 of the Code of Federal Regulations related to drug and alcohol testing and 19A guidelines.
+ Operational knowledge of all fleet vehicles within the agency, in order to evaluate current and future drivers; rules pertaining to Agency and Public Transportation operations.
+ Computer experience required.
+ Excellent communication skills to be able to articulate clearly and concisely, both orally and in writing.
+ Establish and maintain professional and courteous working relationships with all internal staff and external stakeholders.
+ Must be able to perform job in a safe manor; including ability to lift 50lbs with/without reasonable accommodations, demonstrate proper lifting techniques, and safety measures to ensure a safe working environment for self and others.
