    The **Systems Analyst/Programmer** is responsible for all tasks and subtasks to successfully complete end-to-end Software Development Life Cycle (SDLC) support, to include new development and/or sustainment and maintenance efforts, in accordance with release schedule(s).

    Responsibilities

    + Planning /estimating (emergency, minor, medium and major efforts).

    + Requirements Analysis and/or gathering.

    + Technical Analysis.

    + Data Mining.

    + Database Design/Modification.

    + CS Input/Support.

    + Design/Modification (software, technical business processes, policies).

    + Testing (regression, unit, integration, user acceptance).

    + Documentation (users manuals, test scripts, use cases, SV charts, OV Charts).

    + Training (plans, manuals).

    + Implementation /release support.

    + Configuration management (using Government toolsets).

    + Process Automation.

    + Tool Development.

    + Sustainment efforts.

    + Commercial Off-The-Shelf (COTS) and Government-Off-The-Shelf (GOTS) application software integration.

    + Perform quality assurance testing and end-to-end system testing requirements using the SDLC. Develop test strategies, test plans, test scripts, user cases, evaluate test plans and implement plans for system or subsystem software testing.

    + Perform system integration, user acceptance testing, regression testing.

    + Proficient in use of various programming languages to include but not limited to, COBOL, NATURAL, APEX, Oracle, Oracle Forms, JAVA, C, C++, .NET, JCL,

    + Configuration tools to include but not limited to: ENDEVOR, HARVEST, N2O, etc.

    + Ability to perform software testing on Mid-Tier and mainframe platforms.

    + Establish unit criteria to ensure program modules and outputs are tested for completeness and accuracy.

    + Perform quality control to ensure compliance with documented standards.

    + Ability to debug and find cause(s) of failures and flaws in a component or system.

    + Understand risk and be able to provide appropriate feedback regarding software defects.

    + Analyze system characteristics and critical operational issues identified in the system.

    + Trace the issues through the design to ensure completeness of the solution.

    + Defines systems scope and objectives through research and fact-finding combined with an understanding of applicable business systems and industry requirements.

    + Creates, modifies, analyzes, and maintains information systems and configuration standards for the testing environments, business and user needs, to include documenting, and revising existing system log difficulties.

    + Ability to perform testing using various methods and model methods to include but not limited to: Agile, V model, waterfall, etc.

    + Performs manual and automated software testing, test design, planning, scripting and execution for a variety of applications.

    + Analyze and document test results and makes recommendations for improved quality.

    + Ability to meet requirement deadlines.

    + Ability to work closely with developers and other test analysts to achieve mission requirements.

    + Perform Incident management according to ITIL's Best Business Practices; recording, diagnosing, classifying, updating, etc. in trouble ticket tracking tool (Remedy).

    + Improve to-be process maps and narratives, work instructions and standard operating procedures with solutions to root causes of performance issues, and internal controls over business processes and information systems.

    + Provide mainframe production support and regional mainframe security auditing and administration management.

    + Support the IBM mainframe environment including assisting in scheduling production jobs using Control-M or other designated scheduling software.

    + Perform JCL edits to assist in restarting a scheduled/unscheduled job.

    + Supporting internal/external schedulers in resolving scheduling issues.

    + Analyzing de-allocations and perform blackouts/recovery to a designated location (beginning, middle, and end) of the process.

    + Performing research and analysis of system, database and processing errors codes and implement solutions to correct issues or communicate with required personnel to correct issues.

    + Supporting CONUS/OCONUS customers in Scheduling/Job Monitoring/Recovery issues.

    + Troubleshooting and coordinating mainframe printers (IBM, Xerox) connected over network using various software and techniques such as BARR print.

    + Troubleshooting and repairing application software supporting designated forms.

    + Assisting in development, testing and implementation of new printers, forms or other-directed outputs.

    + Assisting in developing mainframe printing solutions for existing and future applications.

    + Assisting in Help Desk support functions for all production processing requirements.

    + Recreating printed reports and have output directed to appropriate printing location.

    + Redirecting prints from one printer to another.

    + Monitoring printer performance and request preventative maintenance service request via Government representative.

    + Production failure support backout/restart of failed processes.

    + Creating/Modifying/Updating/Closing Trouble Tickets and Work Orders and to coordinate incident resolutions with the G6 Help Desk via a Customer Services Solution.

    + Developing documentation for new procedures and maintaining existing documentation to ensure procedural accuracy.

    + Performing Marine Corps Mainframe Enterprise compliancy auditing, reviewing audit results and taking corrective action upon approval from the Regional Mainframe designated authority.

    + Maintaining thorough knowledge of current and future policy and standards as they are implemented.

    + Other duties as assigned.

    Qualifications

    + High school diploma or equivalent

    + Minimum three (3) years’ related work experience.

    + Possess an ITIL Certification

    + Possess a Unix and/or Linux certification OR

    + Minimum three (3) year course of study in a relevant field leading to a bachelor’s degree

    + Possess an IBM Mainframe certification OR

    + Minimum three (3) year course of study in a relevant field leading to a bachelor’s degree

    Knowledge, Skills and Abilities

    + Ability to communicate effectively orally and in writing.

    + Able to obtain and maintain a Secret Clearance along with Security + Certification to fulfill IAT Level II Certification.

    + Ability to pass a National Agency Check with Inquiries (NACI) for computer access.

    + Be a self-starter in learning new systems or software fielded to all areas on the contract.

    + Familiar with SDLC

    + Ability to train users in a semi-formal setting on changes to software or hardware.

    + Possess good oral and written communications skills

    + Knowledge of computer hardware, how to troubleshoot basic hardware failures, and familiarity of managing military supply assets desirable.
