Summary This position is located in the Office of Ship Operations, Office of the Deputy Associate Administrator for Federal Sealift, Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD). Responsibilities The Sealift Program Business Manager: Serves as the Office principal technical advisor for developing ship management services through Ship Manager Contracts and General Agency Agreements. Supervises the designated aspects of manpower management for the offices within Strategic Sealift and associated MAR-codes. Responsible for the Ship Manager Contract Quality Assurance Surveillance Program. Provides oversight of the Ship Manager Contract through the Performance Evaluation Appraisal System. Conducts moderator functions during public forums, including the Ship managers Executive Working Group meetings. The ideal candidate is experienced in providing ship management services through Ship Manager Contracts or General Agency Agreements; overseeing aspects of manpower management; managing a Quality Assurance Surveillance Program; and participating in contract reviews and recommending contract modifications. TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience developing ship management services through Ship Manager Contracts and General Agency Agreements. Experience overseeing manpower management and administering a Quality Assurance Surveillance Program. Experience recommending and participating in periodic contract administrative reviews and modifications; and moderating public forums.
