    About the Role

     

    As a core unit within ODEI, the Office of Equal Employment Opportunity (OEEO) safeguards employee rights, promotes fairness, and ensures the agency maintains compliance with federal EEO laws, Title VII, and related regulations.

     

    The Port Authority is seeking a strategic and solutions-oriented Senior EEO Analytics Specialist to join our high-impact EEO Compliance team. This role bridges analytics and investigations—leveraging data to identify systemic issues, support resolution of discrimination complaints, and ensure proactive compliance with federal protections.

     

    As a subject matter expert in EEO data and investigations, you will use advanced analytical tools, predictive modeling, and legal insight to inform decision-making, support litigation readiness, and help shape a more equitable workplace.

    Responsibilities

    EEO Data Analysis & Reporting

    + Conduct predictive and statistical analyses (e.g., regression, forecasting) to identify trends and risk areas in workforce equity and discrimination claims.

    + Generate dynamic dashboards and visual data reports (monthly, quarterly, annually) to inform agency leadership and stakeholders.

    + Maintain and reconcile employee statistical hic data from internal content management systems (CMS) such as PeopleSoft and Salesforce and HR Analytics to support mandatory EEOP reporting.

    EEO Investigations & Legal Support

    + Conduct internal investigations of discrimination and harassment complaints, including documentation review, fact-finding, and data-based impact assessment.

    + Draft investigative summaries, position statements, and responses to external EEO charges (e.g., EEOC, state human rights agencies).

    + Represent the agency’s position at mediation conferences, EEOC conciliations, or court proceedings, as needed.

    Compliance Monitoring & Strategic Advising

    + Assess department-level compliance using statistical significance testing and generate actionable recommendations.

    + Partner with the Law Department to ensure defensibility of data and processes related to EEO litigation and settlements.

    + Contribute to training needs assessments and delivery of compliance-related training and working groups.

    Minimum Qualifications

    + Bachelor’s degree in Human Resources, Criminal Justice, Public Policy, Business, Statistics, or a related field (or four additional years of relevant experience).

    + Minimum of three of professional experience in EEO compliance, HR analytics, workplace investigations, employee relations, or legal/audit functions.

    + Experience with federal EEO laws (Title VII, ADA, ADEA, GINA) and regulatory reporting (e.g., EEOP, EEOC submissions).

    + Ability to maintain confidentiality of information/investigation gathered

    Desired Qualifications

    We are looking for a candidate with a unique combination of data fluency, investigative integrity, and compliance acumen:

    + Strong command of PeopleSoft, Salesforce, Power BI, Excel, and PowerPoint. Experience with Visier or similar HR analytics platforms a plus.

    + Exceptional interpersonal skills and the ability to manage sensitive issues with discretion, diplomacy, and clarity.

    + Excellent written, oral communication and listening skills, including experience writing investigative, analytic, federal compliance, or equivalent reports

    + Adept at handling multiple high-stakes projects simultaneously, with a commitment to meeting deadlines and maintaining data accuracy.

    + Demonstrated ability to conduct thorough and factual investigations and present findings in a clear and concise format

    + Demonstrated ability to translate complex data into compelling visuals and actionable insights.

    + Experience managing religious accommodations and groom and garb requests for unionized and uniformed staff a plus.

    + Advanced degrees in Law (JD), Public Administration, or Human Resources Management are highly desirable.
