This position serves our partners at the Department of Employment and Economic Development (DEED). The MNIT DEED team provides technical support to help improve employment conditions in Minnesota. The team supports work that improves workforce and community development, increases business recruitment, and helps Minnesota small businesses to expand into international trade.
Serving under the leadership of the Chief Business Technology Officer (CBTO), the Deputy CBTO is a senior IT executive responsible for driving planning, operations, and culture for MNIT partnering with the Department of Employment and Economic Development (DEED), Commerce, Public Utilities Commission (PUC), Minnesota Board of AELSLAGID (AELS) and the Minnesota Board of Accountancy (BOA). This role requires executive leadership, strategic vision, and effective partnership with both agency and MNIT to align business needs with statewide IT priorities. The Deputy CBTO helps set direction for partner agencies and collaborates with senior leaders across MNIT and state government.
As the partner agencies’ primary IT strategist, the Deputy CBTO partners closely with agency leadership to integrate technology into business strategy, manage IT budgets and service levels, and ensure delivery of secure, efficient, and cost-effective solutions. This includes overseeing application development, IT operations, vendor relationships, and cloud hosting strategies, while ensuring compliance with MNIT architecture and regulatory standards such as IRS 1075 and SSA requirements. The Deputy CBTO is responsible for embedding IT standards into all solutions, conducting ongoing build-versus-buy evaluations, and improving service delivery through internal and external partnerships. As a key member of the partner agencies' senior management team, the Deputy CBTO works to resolve delivery issues, align IT with agency goals, and drive innovation.
Reporting to the CBTO, the Deputy CBTO leads daily IT operations at DEED, including staff development, performance management, and may assist with financial oversight involving budgeting, contracting, and procurement. The role also includes analyzing and responding to legislative initiatives, recommending IT solutions to meet policy requirements, and leveraging existing technologies to meet evolving business needs. Through strong leadership and strategic foresight, the Deputy CBTO ensures partner agencies' IT environment remains responsive, compliant, cost-effective, and aligned with the broader goals of MNIT and the State of Minnesota.
This position requires an employee to be onsite in St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

Minimum Qualifications

Position requires a minimum of eight (8) years of experience providing leadership and management of large-scale, high-profile IT projects, AND a minimum of four (4) years of supervisory or managerial experience. Supervisory experience should cover multiple areas, such as: selecting, orienting, and training employees; coaching, counseling, and disciplining employees; planning, monitoring, and appraising job results, etc.
Experience must include:
+ Proven ability to effectively represent both MNIT and partner organizations’ leadership, strategies, direction, and decisions in a professional and positive manner to diverse internal and external audiences, including customers, vendors, stakeholders, and staff.
+ Demonstrated expertise in strategic planning and providing direction and support to multiple project teams, with the ability to visualize and adapt long-term goals and needs. Skilled in facilitating the planning and development process to ensure alignment with the agency's mission and objectives.
+ Strong ability to foster collaboration and build cross-functional teams while creating a positive and inclusive work environment.
+ Proficient in short-term and long-term analysis, as well as the development and implementation of tactical application portfolio and support plans to achieve IT strategic goals.
+ Demonstrated ability to collaborate effectively across IT functions (beyond direct reports) to meet the needs of partner agencies. Skilled in fostering collaboration, leading through change, and taking accountability for ensuring applications meet partner agency expectations throughout the entire process, from delivery to ongoing support.
+ Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
+ Customer service skills that include active listening, empathy, and problem-solving.
Preferred Qualifications
+ Experience in public sector IT, with a deep understanding of government systems, statutes, and rules related to information technology, as well as state budgeting and accounting systems.
+ Proven ability to lead and manage multi-disciplinary technology teams in a collaborative, high-touch, high-integrity environment, while fostering a team-oriented culture.
+ Extensive experience managing large, complex budgets and effectively prioritizing and executing tasks in high-pressure and high-demand environments.
+ Strong knowledge of contracting procedures and procurement guidelines, ensuring compliance with established rules and managing operations accordingly.
+ Exceptional communication and presentation skills, with expertise in public relations strategies, crisis communications, and media management.
+ Solid experience with business processes, human resources, continuous improvement, project management, and operational principles and practices.
+ A mindset focused on innovation, with a demonstrated ability to promote a culture of experimentation and continuous improvement within the organization.
