Required Knowledge, Experience, And Training

+ Bachelor's degree in engineering, environmental sciences or management, chemistry, biological sciences or other related field

+ 5 years of experience developing, supervising and/or managing environmental programs with increasing responsibilities for program development and management with at least 3 years of experience related to water quality program implementation, or an equivalent combination of education and/or experience.

Licensing And Other Requirements

+ Valid state-issued driver’s license.

+ Ability to obtain a valid Idaho Wastewater Treatment Operator Class I or Operator in Training (OIT) license within six months of appointment.

Applicants must be able to pass:

+ City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation.

Essential Functions

Manages the work of professional, technical and/or other staff; determines organizational structure, staffing needs and work strategies; ensures adequate resources are available for staff to perform work duties; and ensures that assigned operations and activities comply with organizational goals and objectives.

Oversees, plans, develops and implements the pretreatment programs, projects and permit requirements. Develops and implements city and departmental policies, procedures, goals, objectives and strategic initiatives related to federally mandated industrial pretreatment programs. Leads Idaho Department of Environmental Quality (DEQ) program audits and compliance inspections. Oversees facility monitoring and investigates utility interference, complaints, and illicit discharges.

Analyzes data to identify trends in water quality that may impact the city's water treatment operations. Conducts strategic planning to ensure the program is prepared for emerging sources of pollution or system issues. Prepares and reviews budgets.

Develops educational and outreach strategies aimed at changing behaviors to reduce operating costs and pollution at the source. Serves as a liaison for coordination of collaborative work between public works divisions, city departments and external stakeholders.

Requirements

Additional Required Knowledge, Experience, And Training

Knowledge of: the Clean Water Act and related state and local environmental laws; computer usage including related software; and strategic planning and project prioritization experience.

Ability to; lead technical problem solving; work in partnership with city departments, businesses, outreach groups and regulatory agencies; analyze and interpret data, program efficacy and anticipate potential regulatory impacts; identify and prioritize program needs; communicate effectively in the English language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training

Master's degree in environmental science or management, public administration, natural sciences or other related field and seven years of experience supervising and managing environmental or public health programs with increasing responsibilities for program development and management and four years in a supervisory capacity. Formal training or education in public administration and project management.

Three years of experience developing public outreach plans in relation to program or project activities.

Experience in municipal pretreatment program development and implementation.

First aid and CPR certification and Occupational and Safety and Health Administrations (OSHA) Hazardous Waste and Emergency Response standard (HAZWOPER) training.

Knowledge of:; federal and state environmental laws, regulations and program; and regulatory issues impacting Clean Water Act National Pollutant Reduction Elimination System (NPDES) pretreatment programs.

Physical Efforts

While performing the duties of this job the employee is frequently lifting/carrying up to 10 pounds and occasionally lifting/carrying up to 20 pounds. Also, the employee is occasionally pushing/pulling up to 20 pounds. The noise level is occasionally moderate. Work includes sensory ability to talk and hear. Work in this position also includes close vision. Employees will sit, stand and walk.
