S ummary
The Senior Technical Specialist 3 will demonstrate their ability to work independently and in a team , a s well as manage and succeed in a fast-paced technical environment. This candidate will have a proven ability to a nalyze situations accurately and reach effe ctive decisions based on informed judgment and consultation.
The individual in this role will provide continuous technical representation of Industrial & Systems Engineering tasks ( including business & user needs capture, requirements management, operational analysis, configuration/change management, and verification & validation) during all phases of the System Development Lifecycle (i.e. System and Software requirements decomposition, prototyping/human factors, reliability, availability, maintainability, safety, development, integration, testing, debugging, placing the system into operation and user training).
Typical job duties may include:
Assists in leading a team involved in the concept, design, modification, analysis , and delivery of MTA C&D projects.
Acts as a team lead in the coordination of detailed design phases for all aspects of MTA systems and infrastructure designs .
Provides expertise to resolve complex technical issues.
Researches and recommends solutions for complex systems integration and interface issues.
Uses various software and programs to develop/review analysis and design , a s well as plan preparation/review.
Prepares, reviews , and/or approve s proposals, contracts , or cost estimates.
After the award, review contractor submittals to ensure that the system is developed, implemented, and put into service correctly ."
Negotiates revisions, changes , and additions to contractual agreements with sub-consultants and clients.
Assists the Project Management team through creative problem - solving during interactions with Agency Owners and by completing tasks to meet the project schedule.
Provides technical inspection support and oversight on active construction projects.
Reviews the work of peers and communicates constructive feedback.
Works with the Project Management team for project reviews, change procedures, and commercial and project control updates.
E ducation and Experience
Bachelor of Science degree in an appropriate technical discipline or an equivalent subject.
Masters preferred.
Various disciplines may include, but are not limited to, industrial engineering, computer science, information systems/technology, computers, communications, electrical engineering, electronics, signals, or systems e ngineering.
Must have a minimum of twelve (12) years of related experience .
Must have a minimum of six (6) years in a managerial or supervisory role and/or project manager role in a large, multi-faceted organization and/or with highly complex systems.
Competencies
Experience in large-scale technical issues for significant construction projects or projects with highly complex systems is preferred.
Experience leading and managing designers, contractors, subcontractors, and/or vendors.
Excellent communication and interpersonal skills.
Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal levels within the organization to drive project/program outcomes.
Demonstrated ability to work in a high - profile, high - pressure environment effectively.
Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement.
Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.
Must possess excellent team - building , listening, problem - solving, and prioritization skills.
Alternate Delivery experience preferred.
Proficiency in current design and engineering software and Microsoft Office is required.

Desirable Background
The following are desirable attributes for the candidate:
Background as a Systems/Software Engineer , System/Business Analyst , or Programmer/Developer
PMP a plus
A NYS Licensed Professional Engineer is a plus
International Council on Systems Engineering Certification (INCOSE) as a Certified Systems Engineering Practitioner (CSEP) is a plus
Demonstrated knowledge of applicable industry codes and standards. In System/Software life cycle and development models or standards (V-Model , IEEE 15288, 15289, 12207) , SEI/CMMI .
Implementation of a real-time client/server information system; Application development using a structured software development process; failover/recovery of client - server systems; Database design and data storage.
