Position Data:
Title: Registrar
Grade: 7 Non-Exempt X
Reports to: Director Child Care Council
Basic Function or Position Summary:
Implements the Registration contract within the terms set by the Office of Children and Family
Services (OCFS) and according to the policies and procedures of the Chautauqua Child Care
Council. Provides one on one supportive services to existing & potential child care providers to
increase the quality, longevity, and number of child care facilities. Conducts inspections of
Family Day Care facilities for the purpose of compliance with state regulations. Assists provider
in procuring grants and maintaining grant compliance.
Pay Rate will be 19.66 per hour.
Security Clearance:Level 1
Requirements
Position Responsibilities and Specific Duties:
+ Maintain knowledge of state regulations and policy statements regarding the provision of childcare.
+ Provide registration and renewal services for family day care providers in accordance with regulations, policies, and procedures set by the Office of Child and Family Services
+ Assist those interested in becoming registered child care providers in completing registration application process
+ Investigate complaints, as required working cooperatively/congruently with County Child Protective Services as necessary and completes related reports in a timely manner
+ Conduct inspections in the county per contract
+ Maintain required computerized information on child care providers
+ Maintain required records for the quarterly Registration audit
+ Perform mandatory site visits to child care providers to assure ensure adherence to OCFS regulations
+ Provide informal technical assistance and/or intensive technical assistance to providers
+ Attend meetings, and conferences as required by OCFS
+ Prepare reports pertaining to the Registration contract as required by state. Complete grant reports and the statistical report as required monthly
+ Participate in continuing educational activities such as seminars, workshops and professional conferences as directed
+ Attend training workshops, conferences and community events representing the Child Care Council promoting registration of homes and programs
+ Support child care programs with grants and grant compliance
+ Assist in development of public relations materials
+ Attend scheduled forums with providers
+ Support Summer Food and Court Programs Assist in maintenance of
+ CCR&R’s Standards of Excellence
+ Promote agency mission.
+ Maintains confidentiality and complies with the code of ethics.
+ Maintains consistent professional customer service.
+ Job performance incorporates integrated service delivery model while promoting self-sufficiency.
+ Other duties as designated by supervisor
Key Working Relationships:
A. Internal: Department Director, Child Care Council Staff, COI staff as required and
necessary.
B. External: Chautauqua County Dept. of Social Services, Child Protective Services, NYS
OCFS, Chautauqua County Day Care providers, prospective providers, and the early
childhood community at large.
Supervisory Scope:
A. Number of staff supervised: 0

Knowledge, Skills Required:
+ Associate degree in Early Childhood Development, Education, Human Services, or Business Administration required, Bachelor’s degree preferred.
+ Two years’ experience in working with children or in the childcare field required
+ Excellent customer service skills
+ Bi-lingual (Spanish & English) preferred
+ Strong organizational, written, verbal, and interpersonal skills.
+ Strong computer skills in Microsoft Office, Google Drive and funders data bases
+ Demonstrates ability to work with diverse groups of people toward agency mission
Physical
Ability to lift up to and including 10-25 pounds of physical effort
Special Requirements:
+ Ability to work occasional non-traditional hours, including nights and weekends in order to meet monitoring needs of providers and investigate complaints
+ Must be able to provide consistent even tempered customer service at all times
+ Completes all required NYS background clearances
+ Valid Driver’s license
+ Authorized Driver of a COI Vehicle
+ Reliable transportation
+ Ability to travel throughout the county
+ Pre-employment drug and alcohol testing required, subject drug and alcohol testing for cause
+ Works compassionately with a diverse population
+ Experience navigating community programs
