The Head of Global Policy Analytics & Evidence will be responsible for generating quality analytics & evidence for critical BMS policy issues worldwide that support the broader Global Policy Strategy. This leader will have a direct report in both research and analytics as well as the responsibility of the Global Policy & Access team. Additionally, this leader will work in close collaboration with the Global Market Access organization in the specific area of policy analytics as part of our joint innovation hub that supports the needs of the enterprise from a policy and access analytics capability.
The policy analytics & evidence function will support development of and execution of the enterprise-wide global policy strategy to advance business objectives and optimize patient's access to medicines across the globe. This includes leading and managing the Global Policy Analytics & Evidence Team, supporting the analytics of the Global Policy Council (GPC) and advising key stakeholders on key policy issues, collaborating with internal cross-functional leaders across the organization (Market Access, HEOR, R&D, Business Development, Medical Affairs).
Responsibilities:
+ Lead the generation of quality analytics & evidence creation for critical BMS policy issues worldwide that support the broader Global Policy Strategy.
+ Member of the Global Policy & Government Affairs leadership team ensuring sound teamwork and connectivity supporting the strategy and execution of the strategy through data analytics, policy research and proven outcomes.
+ Responsible for the development of including proactively monitoring and identifying business-relevant policy issues, evaluating the business impact of policy proposals, developing risk-mitigation strategies, and generating evidence to proactively shape policy
+ Responsible for leading global Analytics & Evidence Directs (2) as well as the Policy & Access team (of 4).
+ Support the company's policy positions through evidence and analytics either as a stand alone position and/or in alignment with industry trade associations (PhRMA, EFPIA, etc.) and key stakeholders and influencers across the globe.
+ Provide strategic input into company strategy to ensure policy considerations are incorporated into all key business decisions (go/no-go decisions, portfolio prioritization, business development/M&A, etc.)
Requirements:
+ 12-15 years of policy, analytical and research experience in healthcare policy & economics. Strong data and analytics capabilities and experience in statistical and sensitivity analysis.
+ Strong leadership of teams and cross functional experience proven to advance enterprise objectives.
+ Ability to lead, coach and further develop the team to generate strong data analytics, having the capabilities with proven track record of integrating disparate datasets and conducting complex modeling and simulations to develop business or policy insights.
+ Strong General understanding of U.S. and global market dynamics as they relate to policy changes at the state, federal, and international level. Understanding of government payer dynamics on other stakeholders in the healthcare system. General understanding of Global public policy issues.
+ Experience in developing models that incorporate manufacturer sales, profit and marketing data, medical and pharmaceutical claims data, public healthcare utilization and cost data, Medicare and Medicaid data and third party vendor data. Experience and strong working knowledge of public and private claims databases (IMS, IQVIA, Symphony Health, Truven, Marketscan, hospital cost reports, etc.) Actuarial experience is ideal.
+ Ability to synthesize model outputs and effectively communicate outcomes of modeling to cross functional group of stakeholders in a manner that relates to company goals. Inspire business decisions by creatively visualizing and reporting findings so that the data tells an impactful story.
+ Strong analytical, critical thinking and interpersonal skills, the ability to speak and write persuasively and with clarity, strong organizational skills, flexibility and adaptability to changing requirements, resourcefulness and creativity, strong attention to detail, and an ability to work collaboratively in a fluid organizational environment.
+ Candidate must be a creative, flexible and entrepreneurial thinker capable of developing persuasive communications to facilitate internal education and understanding of complex public policy issues.
