Job Summary
This position works 37.5 hours per week.
Please note that class specification has been revised effective 5/21/25.
The position allocated to this class is responsible for working with youth and families needing brief intervention and referral services for behavioral health and community resources, for misdemeanor and low-level felony inmates (early intervention programs intended to offer alternative resources for persons with mental health conditions), and individuals needing case management services (to promote recovery, enhance individual’s engagement in necessary behavioral health services, and provide for more successful outcomes). Incumbents screen, assess, facilitate and perform case management and care coordination services. The work is performed with considerable independence in both the office and field and is evaluated on the attainment of the program goals and objectives.
TOTAL COMPENSATION: $59,706 - $83,623 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.
Examples of Duties
+ Provides knowledge of available systems and resources to the respective Diversion, Youth and Family Navigator, or Community Services program team to ensure diversion or program participants are receiving maximum benefits of the program (or provides crisis response and intervention to individuals as part of the screening and referral process).
+ Organizes and/or participates as needed in regularly scheduled care coordination meetings with respective Diversion, Youth and Family Navigator, or CSD program staff and community-based providers to ensure continuity of care and engagement are maintained as well as ensuring contractual and State requirements are met.
+ Screens, assesses, and provides referrals to the Misdemeanor and Low-Level Felony Diversion Program, the Youth and Family Navigator Program, or the Community Services Program (or manages and oversees the respective program under the Integrated Behavioral Health Manager).
+ Reviews quarterly program data collected and reported to CSD, the Court, or to the appropriate community-based providers; adjusts program and/or services as needed. Data includes, but is not limited to, number and type of appointments scheduled, kept, cancelled, or missed, as well as the reason for missed appointments, etc. (or will comply with all federal, state, and local requirements regarding mental health treatment, referral, and confidentiality issues as well as requirements pertaining to the Spokane County Regional Behavioral Health Administrative Services Organization (SCRBH ASO)).
+ Represents the interests of CSD, SCRBH ASO, the public, and the respective program participants by maintaining the original mission and integrity of the program(s).
+ Schedules and facilitates Diversion, Youth and Family Navigator, or the CSD program treatment team planning sessions, monthly coordination meetings, and ad hoc program meetings.
+ Ensures community-based providers report accurate and timely data reports as required by contract.
+ Performs other related duties as required/assigned.
+ Community Services - Diversion
+ Serves as a care coordinator and case manager for the Spokane County 5177 Mental Health Prosecutorial Diversion Program.
+ Facilitates and maintains meetings with program partners and stakeholders.
+ Manages the collection, organization and review of research and data analysis for the 5177 Prosecutorial Diversion Program.
+ Provides community outreach to partners, stakeholders, and program participants, provides presentations of the program to public defenders, prosecutors, and other legal stake holders, and program orientation for new participants.
+ Provides peer support, training and orientation to new employees to the 5177 Program.
+ Community Services – Family and Youth Navigator
+ Serves as a case manager for the Family and Youth Navigator Program.
+ Assists in the overall development and quality improvement of the Youth and Family Navigator Program, including participation on steering committees, development of regional action items and ensuring youth and family voices are amplified throughout program implementation.
+ Collaborates in the receiving, screening, and scheduling of Multidisciplinary Team (MDT) referrals and meetings.
+ Provides care coordination and assistance in pre-planning meetings with youth and family to ensure they are prepared for the MDT meeting.
+ Maintains knowledge of youth behavioral health services and cross-system resources.
+ Participates in MDT meetings
+ Provides family centered and culturally appropriate recommendations.
+ Provides care coordination and follow-up, where appropriate, regarding recommendations from MDT meetings for youth and families.
+ Participates in statewide Navigator meetings and sharing experiences from our region with the goal of improving access to care and reducing barriers for youth and families in our region.
+ Works collaboratively with other stakeholders and community providers for resource identification and referral to services.
+ Performs duties consistent with the mission, vision and values of the Youth and Family Navigator Program.
+ Participates in data tracking and collaboration with other team members.
+ Community Services – Case Management Support Services
+ Serves as a care coordinator and case manager for the CSD.
+ Facilitates and maintains meetings with program partners and stakeholders.

+ Provides peer support, skill building, community engagement, and referral services as needed.
Minimum Requirements
+ Bachelor’s degree from an accredited college or university in social work, human services, counseling, or other behavioral science.
+ One (1) year of direct experience in the mental health or behavioral health system, preferably in a public mental health system.
+ May also consider an equivalent combination of related education and experience that provides the requisite knowledge, skills and abilities.
+ Requires a DOH affiliated counselor's certificate within sixty (60) days of hire.
+ Possession of a valid driver’s license at time of hire and for the duration of employment, and the ability to provide suitable transportation which is approved by the County.
+ NOTE: services are provided primarily in the community and vary in intensity, frequency, and duration to support the individual’s ability to access community-based services, manage functional difficulties, or otherwise realize goals for program success.
Selection Factors
+ Knowledge of utilization management of public mental health.
+ Knowledge of Federal regulations and State laws applicable to public mental health.
+ Knowledge of public and private mental health providers and community resources and programs available to clients with identified needs.
+ Knowledge of computer applications related to the work including proficiency in Microsoft Word and Excel.
+ Knowledge of record keeping principles and practices; correct business English, including spelling, grammar and punctuation.
+ Knowledge of techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone.
+ Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.

PAID TIME OFF
Spokane County Observed Holidays
Up to 10 (ten) paid holidays are observed by Spokane County.
PTO
Non-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank. There is no waiting period to use this time and it starts out at almost 2 days per month accrual increasing in accrual rates annually for first 5 years.
Vacation
For employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year. After six (6) months, employees are eligible to take accumulated vacation time. (Please note the vacation time accumulation may vary depending on contract language).
Sick Leave
Sick leave is earned at 1 day per month and can be taken as the days are accumulated.
Other Leaves
Spokane County provides several other paid leaves such as: bereavement leave, jury duty and military duty leave.
INSURANCE BENEFITS
Medical Insurance
Two plans are currently available: Premera Blue Cross (PPO) and Kaiser Permanente (HMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents. Premiums are deducted each pay period (pay periods: 15th and last day of the month).

Group Life Insurance
The County provides a $25,000 group life insurance policy to employees. The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL. This benefit is paid in full by Spokane County.
Long Term Disability Coverage
Provides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability.
RETIREMENT
Retirement Plan (401a)
Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement.
Additional Retirement Plan Option (457b)
Employees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan.
VOLUNTARY BENEFITS
AFLAC
Supplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium.
Travel Assistance
Provides additional travel protections anytime you travel more than 100 miles from home. Includes pre-trip information, emergency ticket replacement, and emergency evacuation coverage. This benefit is paid in full by Spokane County.
Flexible Spending Plan (FSA)
Spokane County sponsors a Section 125 Flexible Spending Account to allow out-of-pocket Medical & Daycare Expenses to be paid with Tax Free Dollars. Premiums are automatically set up pre-tax under the FSA.
Voluntary Term Life Insurance
Voluntary Term Life Insurance is additional optional life insurance provided through The Standard Insurance. New employees are guaranteed up to $50,000 for self and $20,000 for a spouse with no medical underwriting needed.
