    SUPERVISING PROGRAM AUDITOR

    DEPARTMENT OF HOUSING

    Bureau of Construction & Compliance

     

    Number of Positions: 1

     

    (additional vacancies possible pending budget approval)

     

    Starting Salary: $74,244.00

     

    New hires are paid the starting rate. Current employees’ pay rate is determined by their job title and years of service

    Under direction of the Assistant Commissioner, the Supervising Program Auditor manages and directs Program Auditor staff that is responsible for the long-term monitoring and compliance of the affordable housing portfolio. This supervisory position requires the knowledge of and ability to ensure compliance with HOME (HUD), Low Income Housing Tax Credit (LIHTC), Neighborhood Stabilization Program (NSP), Affordable Requirements Ordinance (ARO), and Tax Increment Financing (TIF) program rules, regulations, and agreements.

    ESSENTIAL DUTIES

    **·** Develops and implements operating procedures for auditing division’s multi-family, long-term monitoring portfolio

    **·** Supervises auditing activities ensuring staff is following departmental policies in determining compliance status

    **·** Directs subordinate personnel responsible for executing programmatic objectives and policies

    **·** Establishes work priorities for staff

    **·** Works with property managers/owners to resolve any outstanding compliance issues

    **·** Oversees preparation and distribution of Annual Owner Certification packet for all long-term monitoring programs

    **·** Supervises the development of workshops and the provision of technical assistance to property managers

    **·** Trains and directs staff on HUD updates or revisions to affordable housing programs

    **·** Provides oversight and quality control of subordinate staff work to ensure compliance with applicable Federal, State, and local funding rules and regulations

    **·** Develops work standards, conducts staff performance evaluations, prepares work activity and productivity reports for management to review

    _Additional duties may be required for this position_

    **Location:** 2 N LaSalle Street, Suite 620

    **Days:** Monday – Friday

    **Hours:** 8:30am – 4:30pm

    THIS POSITION IS IN THE CAREER SERVICE

    Qualifications:

    MINIMUM QUALIFICATIONS

    • Seven (7) years of progressively responsible program auditing work experience; **OR**

    • Graduation from an accredited college or university with an Associate’s degree in Business Administration, Public Administration, or a related field, supplemented by five (5) years of progressively responsible program auditing work experience; **OR**

    • Graduation from an accredited college or university with an Bachelor’s degree in Business Administration, Public Administration, or a related field, supplemented by three (3) years of progressively responsible program auditing work experience; **OR**

    • Graduation from an accredited college or university with an Master’s degree in Business Administration, Public Administration, or a related field, supplemented by two (2) years of progressively responsible program auditing work experience

    **NOTE:** A valid State of Illinois driver’s license is required. Must have the permanent use of an automobile that is properly insured including a clause specifically insuring the City of Chicago from accident liability

    SELECTION REQUIREMENTS

    This position requires applicants to complete an interview which will include a skills assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

    Preference will be given to candidates possessing the following:

    • Previous experience with HOME, LIHTC, and/or CDBG (Community Development Block Grant) programs and program requirements
