Team Gilbert has an exciting opportunity for a highly motivated professional to fill the position of Capital Improvement Program Assistant Manager. The Capital Improvement Program Assistant Manager reports to the CIP Manager . The primary job duties of this position include:
Program Development:
+ Collaborate with the CIP Manager, project managers, and cross-departmental teams to identify, evaluate, and prioritize potential capital projects annually.
+ Strategize an approach to implementing large initiative programs and capital improvement components (Northwest Redevelopment, Water Resources Resiliency, Heritage District, Quality of Life, etc.).
+ Review feasibility studies, gather relevant data, and research the best practices to support project scoping and project delivery methods with the CIP Team and Project Owners.
Budgeting:
+ Assist in creating, maintaining, and updating comprehensive project budgets and financial models.
+ Analyze cost projections and expenditure data to inform budget revisions and funding strategies.
+ Coordinate with OMB and the Grant Coordinator to develop standard procedures for grant-funded project accounting.
Communication:
+ Work with the internal CIP communications team to develop and implement internal and external communication strategies to promote public understanding and engagement.
+ Assists as a liaison with community stakeholders, government agencies, and advisory committees, ensuring clear, consistent messaging regarding project objectives and timelines.
Project Coordination & Reporting:
+ Reviews project schedules and milestones, ensuring that deadlines are met and that project progress aligns with established benchmarks.
+ Facilitate collaboration between departments, contractors, and consultants to streamline workflow and resolve issues proactively.

+ Bachelor’s degree in Public Administration , Urban Planning, Civil Engineering, Business Administration, or a closely related field.
+ Minimum of 5 years of professional experience in municipal planning, project management, or capital project oversight.
+ Demonstrated experience in designing or managing large-scale public infrastructure initiatives is preferred.
Licensing/Certifications:
+ Advanced degrees or certifications in project management (e.g., PMP) or professional engineering are desired but not required.
+ Arizona Driver’s License.
This position is an At-Will position and is FLSA Exempt - ineligible for overtime compensation.
This position has been designated as a Light work position that spends a majority of the workday in an office environment.
