Scope of Job
Provide leadership for medical and health-related library collections, resources, and services. Ensure the libraries’ compliance with accreditation standards for medical and health related schools. Responsible for effectively meeting the medical and health-related information needs of faculty, researchers, trainees, staff, and students through continuous assessment and enhancement of collections, services, facilities, and technology in all formats and locations. Under the general supervision of the Dean of Libraries, ensures consistency and alignment of medical libraries with the university libraries’ strategic planning, resource development and implementation, and evaluation of user-oriented information services and resources.
Description of Duties
+ Under the general supervision of the Dean of Libraries and in collaboration with medical and health related leadership, creates and communicates a shared vision for medical/health-related library and information services and resources that are aligned with the vision, mission, goals, and accreditation requirements of medical and health-related programs at UTRGV . Seeks input and assistance from key constituency groups to identify priorities, implement plans, and evaluate medical/health-related library services.
+ Assures the delivery of high-quality resources and tools that align with the education, research, clinical and service missions of the University of Texas Rio Grande Valley ( UTRGV ) medical and health-related schools.
+ Recommends and oversees fiscal, resource and programmatic priorities for the assigned library locations, including developing/recommending the libraries’ budget, overseeing expenditures, and accounts, ensuring the financial expenditures are compliant with university requirements and the overarching library priorities.
+ As a senior manager within the University Library system, collaborates on developing the overall vision for UTRGV libraries, priorities, and strategies for achieving them.
+ Recruits, leads, motivates, and develops assigned staff in a way that fosters engagement and high performance. Creates and communicates clear performance measures, accountability and continuing education to develop assigned staff.
+ Maintains awareness of emerging technologies and their application to health professions libraries. Develops and delivers medical/health-related information services that adapt to innovations in technology. Collaborates in the development and implementation of licensing, technology and access models to meet the needs of all constituents.
+ Oversees the medical/health library facilities, and participates in the planning for new library construction, renovations, furniture repair and replacement, and facilities improvements.
+ Manages technology needs of assigned libraries to include the evaluation and monitoring of computer equipment and software for library faculty, staff, and users in coordination with university stakeholders.
+ Under the general supervision of the Dean of Libraries, collaborates with schools, colleges, departments, and with university administrative offices to identify potential funding sources, including grants, gifts, and other possible revenue streams.
+ Participates in planning and execution of activities associated with accreditation of academic programs and the institution. Provides reports and documentation required to support new program development.
+ Develops networks and collaborative relationships within the medical/health-related programs, the University, and the broader Library community. Promotes library services and resources through various communication channels such as social media, websites, newsletters, and attendance at events and meetings. Communicates library programs and services systematically and in a timely manner to all stakeholders.
+ Represents the medical/health-related libraries, the university libraries, and the University on various UTRGV , regional, state, and national committees, and professional organizations pertaining to academic libraries.
+ Makes personnel recommendations regarding compensation, reassignments of positions, development of new positions, and hiring of professional and managerial personnel in alignment with UTRGV policy.
+ Recommends library procedures, proposes new policies, and ensures compliance with university policies and procedures.
+ Participates as a member of the UTRGV Library Management Council.
+ Participates in campus-wide planning for library activities.
+ Participates in scholarly activities and professional service.
+ Performs other duties as assigned.
Supervision Received
General supervision from the Dean of Libraries. Dotted line reporting to the deans/designees of UTRGV’s medical and health related schools.
Supervision Given
Supervise assigned staff.
Required Education
Master’s degree in Library Science from an American Library Association ( ALA ) accredited library school (or international equivalent).
Preferred Education
An additional graduate degree in management or health sciences from an accredited University.
Licenses/Certifications
Member of the Medical Library Association Academy of Health Information Professionals ( AHIP ), Preferred: distinguished level.
Required Experience
Five (5) years of experience in an academic health sciences library or clinical environment, including three (3) years in a supervisory position.

Working Conditions
Needs to be able to successfully perform all required duties. Office environment; some travel and weekend work is required. UTRGV is a distributed institution, which may require presence at multiple locations throughout the Rio Grande Valley.

+ Demonstrated understanding of current and emerging trends and applications to medical and health related library services.
+ Demonstrated ability to evaluate current and new hardware and software applications, and under the general supervision of the Dean of Libraries, to collaborate with other library personnel, medical and health related schools, and the university’s information technology departments to meet end-user technology needs.
+ Demonstrated ability to work collaboratively on the design and management of automated library systems for resource collection, management and access that are responsive to the organization’s goals.
+ Demonstrated ability to establish partnerships with intra- and inter-institutional entities to optimize information access and exchange for the user communities as appropriate.
+ Demonstrated understanding of current and evolving educational media technologies and applications is essential.
