    Minimum Qualifications

    Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

    Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR

    A bachelor’s degree with twenty-four semester hours in accounting; OR

    A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics; OR

     

    An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR

     

    Possession of a Certified Public Accountant (CPA) license.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    Job Duties and Other Information

     

    EXAMPLES LISTED BELOW INCLUDE BRIEF SAMPLES OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. PLEASE NOTE THAT NOT ALL TASKS ARE INCLUDED.

     

    Process Transactions, Invoices, and Payments; Post Ledger Entries; Track funding

     

    Proofreads and give timely corrective action for new bond issues; sets up the chart of accounts and spreadsheets to track and record new bond issues.

     

    Tracks and approves the cost of issuance invoices associated with the bonds to ensure the costs are in line with the estimated cost of issuance schedule and that they do not go over the "Not-To-Exceed Costs" established by the State Bond Commission.

     

    Works with the agency's selected Bank Trust department to ensure that all fund proceeds are received and properly administered in accordance with Bond Indenture.

     

    Maintains MRB cash management records, including funds received, funds disbursed by source, and classification of revenues and expenses by funding source.

     

    Provides specialized required financial statements.

     

    Revises amortization schedules as bonds are selected for early call options.

     

    Reviews bank trust statements to analyze if liquid funds will be available for debt service payments, to ensure that Bond Indentures are adhered to, and perform/monitor rebate arbitrage calculations for accuracy.

    This vacancy is being announced as a Classified position and may be filled as a Job Appointment or Probational appointment.

     

    An ideal candidate is knowledgeable of GAAP, GAAS, and other accounting standards.
