Summary THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: Connecticut Training Center (CTC), Niantic, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard. Responsibilities This is an indefinite position that may convert to permanent without further competition. JOB SUMMARY: The primary purpose of this position is to serve as the deputy (full assistant/alter ego) to the Garrison Training Center (GTC) Manager of a Level III or Level IV Garrison Training Center with a battalion or multiple battalions responsible for all operational aspects of training management in support of national defense, and State determined initiatives and missions. This position is authorized to make technical and executive decisions for the Base Operations Manager in all areas of functional responsibility; represents the group and the commander at meetings, conferences, official functions, and community events, and when acting as the senior group official in the absence of the commander, possesses the same authority and prerogatives as the commander. Management and executive knowledge and ability are the paramount qualification requirements. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: With the Base Operations Manager, manages all aspects of the GTC operations in order to provide 24 hour operational readiness in support of national defense and state/territory determined initiatives and missions. Assists with the management of a variety of Federal and State funds to support the GTC operations in accordance with current laws, rules, and regulations. With the Base Operations Manager, communicates and performs complex coordination, inside and outside the training center, with National Guard Bureau (NGB) personnel, the commands of other MACOMs, other DoD agencies, heads of federal agencies and states on matters pertaining to funds usage, supply, and training support activities at the training center. Exercises supervisory personnel management responsibilities. Ensures the training center is fully operational, on short notice (less than 24 hours), to support troops and units which are trained, certified, and immediately deployed to the war fight. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 36 months of specialized experience in the following: Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be preformed. Experience which includes leading, directing and assigning work of personnel. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the principles of standard practices of management. Knowledge of the techniques of organizations, direction, coordination and control. Ability to formulate and execute long range plans and programs. Ability to give specific guidance relative to a particular program. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. MILITARY GRADE (Prior to Appointment): Officer: O3 though O4 UNIT OF ASSIGNMENT: Any unit within the state SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance. Education No substitution of education for specialized experience. Additional Information Primary Change of Station (PCS) relocation expenses will NOT be paid. To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O.14043, that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine. Under 32 U.S.C. 709, Veterans Preference does NOT apply. MILITARY INCENTIVES - BONUSES AND STUDENT LOAN REPAYMENT PROGRAM: If you are selected for this position, you may lose your eligibility for your National Guard Enlistment/Reenlistment Bonus and Student Loan Repayment Program (incentives). In order to avoid losing your incentive eligibility, you should check with your serving incentive manager (CTARNG-G1 or CTANG-Retention Office) prior to accepting an offer for the position. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies: Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
