    Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST, Position Description Number D2914000 and is part of the PA Training Center, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As a TRAFFIC MANAGEMENT SPECIALIST, GS-2130-09, you will act as Garrison Fleet Manager to provide oversight and management of the Garrison Non-Tactical Vehicle (NTV) fleet. Gather, analyze, and validate the necessary data to prepare and submit the annual NTV Requirements Review. Implement policy and guidance from higher headquarters. Is responsible for the safety Recall Campaigns originated by manufacturers. Upon receipt of new equipment, assists in the resolution of any equipment inspection deficiencies by determining if the problem can be resolved by the maintenance section, rather than sending the equipment back to the manufacturer. Conduct periodic physical and documentary inventories to ensure that each item of equipment is properly accounted for. Ensure that scheduled maintenance is performed in accordance with pre- established schedules. Discuss with the user operational deficiencies on unscheduled (breakdown) maintenance to pre-identify and report these problems to the commercial maintenance shop for quicker resolution. Act as the liaison representative between the maintenance shop, the users and other appropriate personnel, reporting on the status of equipment and vehicles. Update equipment maintenance folders and automated system files. Dispatching of vehicles and equipment for specific equipment dedicated to specific directorates/ organizations for their use. Responsible for key control box. Responsible for voyager cards and use for maintenance, and fuel. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the Training Center AOC 2: NG employees in the Training Center AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) Military Grades: ENLISTED E1-E9 Supervisor for this position is WO1 Puckey. *NOTE: Accessioning into this position is contingent upon verification of Confidential Security Clearance GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Application must indicate 24 months experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP. Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position. In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
