    Description of the Mental Health Transitional Living Homes:

    The CDHS Office of Civil and Forensic Mental Health’s Transitional Living Homes Program was created to increase bed capacity for persons in need of residential behavioral health treatment. House Bill (HB) 22-1303 has authorized new beds to be used for persons needing residential services at a less restrictive level of care and to reduce and eliminate the backlog of such persons in more restrictive settings. HB 22-1303 directs the department of human services (department) and the department of health care and policy financing to create, develop, or contract to add at least 125 additional beds at mental health residential treatment facilities (treatment facilities) throughout the state for adults in need of ongoing supportive services. The bill also requires that the department renovate a building at the mental health hospital at Fort Logan to create at least 16 additional civil beds for such persons. These beds serve as a step-down option from inpatient care and as a step up when deemed medically necessary and lower level of care settings can no longer adequately and safely provide effective care.

    Description of Job:

    This position is the work lead for the centralized benefits team for the MHTL Homes and is responsible for overseeing and guiding the benefits specialists team in managing Medicaid eligibility and benefits. This position acts as a subject matter expert in Medicaid programs, ensuring that team members deliver accurate, timely, and consistent services to Medicaid beneficiaries, while maintaining compliance with state and federal regulations. The Benefits Specialist Work Lead is responsible for coordinating daily operations, resolving complex cases, and providing guidance on Medicaid policies and procedures. The position also serves as a liaison between the benefits team, other departments, and external stakeholders. Duties in this position include:

     

    Oversight of the Benefits Processes and Practices

     

    Oversees and directs the benefits specialist(s). Such oversight is geared towards supporting the benefits specialist(s) in submitting applications for benefits in an accurate and timely fashion and following up on such applications accordingly. This position provides coaching, training, and resolves escalated cases.

     

    Program Expertise (Medicaid and Social Security Benefits)

     

    Maintains up to date knowledge of Medicaid and Social Security policies and eligibility rules while also providing guidance to the benefits specialist(s) regarding processes for submitting applications and follow-up on application status.

     

    Compliance and Quality Assurance

     

    Monitors the benefits specialist(s) performance and ensures all work complies with state and federal Medicaid and Social Security regulations. Conducts audits and reviews of the work and identifies areas of opportunity for improvement in both quality of work and processes.

     

    Collaboration and Communication

     

    Acts as the liaison between the team, other departments, and external stakeholders. Ensures clear communication of policy changes and maintains positive working relationships with partners and beneficiaries.

    Minimum Qualifications

    Experience Only:

    + Six (6) yearsof relevant experience in an occupation related to the work assigned to this position

    OR

    Education and Experience

     

    + A combination of education in Health or Human/Social Services and related experience in a related field equal tosix (6) years

    Conditions of Employment:

    + Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.

    + Full Background Check

    + TB testing and other vaccinations as required by the State of Colorado

    Preferred Qualifications

    + previous State experience

    + at least 2 years of experience in public benefits programs, including Medicaid, with demonstrated expertise in eligibility determination, application submission, and case management

    + at least 2 years of experience overseeing, supporting, training, and guiding frontline staff on complex eligibility cases
