This position will have the opportunity for a hybrid schedule (combination of in-office and remote workplace). **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our Denver office, on the first day of employment.**
The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.
The Accounting & Finance unit exists to perform general accounting and financial reporting functions for the Department of Early Childhood and to be of assistance to the management of all programs within CDEC, the State Controller’s Office, the Federal government, county departments, Office of the State Auditor, Federal auditors, and others in need. Generally, this unit is responsible for providing accounts payable, account receivable, cash management, cost accounting, grants accounting, payroll and timekeeping, and financial reporting functions as required to meet the department’s needs. In particular this unit is responsible for the following services:
+ Making payments to clients, staff, providers, and other vendors and recording the corresponding expenditures;
+ Providing financial information to management and budget and serving as a resource to Program Administrators for policy, budget and planning for the future
+ Managing automated systems that record financial transactions, data, bills, payments, payroll, timekeeping, and other required as well as ad hoc reports;
+ Recording Federal expenditures and revenue for grants and providing financial reports to the Federal government and other grantors;
+ Accounting for the State’s capital assets by recording in the fixed asset system and monitoring the inventory; Providing payments to the county departments, recording and reporting their expenditures in the State’s accounting system;
+ Allocating costs for the purpose of providing information, determining charges for services, reviews and assist the Department federal indirect cost plan, assigning indirect costs and capturing revenue
+ Ensuring audit compliance and coordination with auditors from the State and Federal governments;
+ Ensuring that State systems capture the financial information needed for county reimbursements and claiming federal funds
+ Reconciling all of the systems data to insure complete and accurate information; Establishing accounting services for programs.
Description of Job
This position provides program leadership and assists in managing the activities of the Accounting & Finance Unit, including, hiring and training of personnel; supervises supervising the fiscal administration for CDEC programs to satisfy Federal, State, and Department requirements including the administration of financial activities in CORE and other information systems. Other activities may include grant award, post-award, and close-out functions supporting a variety of financial assistance programs, analyzing financial assistance programs performance and budgets using evaluation data, approving payments, advising Department staff on fiscal decisions and processes, fiscal reporting and subrecipient fiscal monitoring. This position will assist with providing support to vendors through training and technical assistance.
What you’ll be doing:
+ Program oversight and managing the operation of the finance unit.
+ Manage the contract payment process for assigned programs and supervision of staff of the programs. This includes reviewing and processing invoices in the State’s accounting system and or approval workflow system, tracking payments and resolving payment issues.
+ Enforce compliance with fiscal policies and procedures in accordance with State Fiscal and Procurement Rules, Federal Regulations and guidelines, and Generally Accepted Accounting Principles.
+ This position has participatory communication and meetings with Department of Early Childhood program staff regarding fiscal decisions and processes.
+ Analyze information using a variety of resources and systems to assist in fiscal monitoring, reviewing expenditures and providing accurate financial information.
+ Assist in the Department-wide reconciliation, cost allocation calculations, budget revisions, fiscal year-end closing and related financial functions.
+ Plan, prioritize, assign, analyze and monitor workflow, and maintain appropriate staffing levels and review progress to ensure the quality and quantity of work meets standards and deadlines for deliverables to meet program goals and objectives.
+ Establish work schedules, review and approve worktime and absences.
+ Initiate the hiring process, provide subject matter expertise to HR during the comparative analysis process, interview candidate and hire.
+ Recommend promotions and changes in pay, submit personnel or position actions.
+ Resolve problems, performance issues, disputes, and informal grievances and initiate corrective action or recommend discipline as needed.
+ Identify training and developmental needs, and provide training as needed.
+ Provide feedback and coaching, write performance plans, and sign performance evaluations.
+ Responds to inquiries from the Department of Early Childhood and other Department staff in a timely manner.
+ Complies supporting documentation and correspondence.
+ Research inquiries, resolves discrepancies, and composes correspondence with supporting documentation.
+ Provide customer service and guidance to vendors of the Department of Early Childhood to ensure contractors’ compliance with State Fiscal and Procurement Rules Federal Regulations and Guidelines and Generally Accepted Accounting Principles.
+ Perform risk management assessment for potential or current vendors or contractors.
+ Review invoices, financial data and requests for accuracy.
+ Notifying programs and contracts with potential concerns about contractors’ fiscal capacity and working the program and contracts to determine the appropriate next steps.
+ Provides technical assistance and training to CDEC staff, vendors, and State staff on federal, state and cash fund revenue issues and the allocation process.
+ Be conversant on multiple State and Federal funding streams and related rules and regulations due to the number of contracts and grants

Experience Only:
Eight (8) years of relevant experience in Finance, Accounting, Procurement, or Contract administration to include preparation of contracting/purchasing documents, contract monitoring and payment processing, financial data preparation, analysis, and tracking development of tools to track and monitor expenditures.
Education and Experience:
Bachelor’s degree from an accredited institution in accounting, finance, auditing, or business administrationANDfour (4) years of experience in Finance, Accounting, Procurement, or Contract administration to include preparation of contracting/purchasing documents, contract monitoring and payment processing, financial data preparation, analysis, and tracking development of tools to track and monitor expenditures.
