    About the Unit:

    This position resides in the Department of Human Services within the Division of Food and Energy Assistance (FEAD).

     

    The Food Distribution Programs (FDP) unit administers United States Department of Agriculture (USDA) nutrition programs, currently providing more than $70M in food to alleviate hunger in Colorado. Programs include USDA Foods for the National School Lunch Program (NSLP), Summer Food Service Program (SFSP) and Child and Adult Care Food Programs (CACFP), Department of Defense (DoD) Fresh Fruits and Vegetables Program, Commodity Supplemental Food Program (CSFP) called Everyday Eats in Colorado; and The Emergency Food Assistance Program (TEFAP) including the Farm To Food Bank program. FDP also has responsibility for mass and disaster feeding programs and a variety of grant programs related to emergency hunger relief and local agriculture.

     

    Administration of these programs includes contracting with nonprofit, for-profit, and other government entities to order, warehouse, and distribute USDA Foods, monitoring, creating policy and procedures, statewide training, evaluation, and support. Core external partners include food banks, food pantries, commercial warehouses and third-party logistics, county government, the USDA, school districts, childcare centers, and food processors.

     

    FDP operates a warehouse for NSLP USDA Foods, which includes receiving, storing, and distributing frozen and ambient foods to 200 school districts and child care centers across the entire state.

    This position is Hybrid, working 2 days in the office per week. These working arrangements are subject to change

    About the Position:

    This position is the Program Manager over the Food Distribution Programs responsible for ensuring proper management, administration and compliance of nine (9) Federal USDA programs. It also advocates with Federal and local executive bodies to advance and promote the use of USDA Foods. It manages the operations of the unit by planning, coordinating, and supervising the overall operation of all food distribution programs. This position arbitrates, resolves differences, and authorizes actions in pursuit of the agency mission. This position is responsible to manage program performance as mandated by State and Federal statute, regulations, and standards. It works directly with Colorado Department of Human Services (CDHS) and Federal auditors to provide information for management reports, financial compliance reviews, targeted audits, policy interpretations, and other activities. This position is responsible for identifying areas where transparency and monitoring are incorporated and developing a business plan and model to promote programs and ensure compliance with laws and regulatory requirements. Duties include strategic planning and setting the vision for unit processes.

    MINIMUM QUALIFICATIONS:

    Experience Only:

    Nine (9) years of relevant experience in leading managerial staff and supervising a complex, diverse professional workforce that must have included: program implementation and oversight that must have included: program implementation, stakeholder engagement and communication, and strategic planning

    Education and Experience:

    A combination of related education and/or relevant experience in leading managerial staff and supervising a complex, diverse professional workforce that must have included: program implementation, stakeholder engagement and communication, and strategic planning equal to nine (9) years .

    Substitutions:

    + Additional appropriate experience will substitute for the degree requirement on a year-for-year basis (e.g., four years of additional years of experience will substitute for the degree requirement).

    + Additional appropriate education will substitute for the required general experience on a year-for-year basis (e.g. MA degree in Business will substitute for two years of required experience.)

    Conditions of Employment:

    + Standard Background – Name check, TRAILS, CMS, and JBITS

    + Special Qualifications – Understanding of warehouse and distribution system oversight

    + Experience and expertise in regulatory requirements associated with the following Federally funded and State administered programs: TEFAP, CSFP, NSLP Food Distribution

    + Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation as to why the prior termination or resignation should not disqualify the applicant from the current position. Absent extraordinary circumstances, prior disciplinary termination, or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.
