    Description of Job

    About the Work Unit

    The mission of the Colorado Division of Fire Prevention and Control is to safeguard those that live, work, learn, and play in Colorado by reducing threats to lives, property and the environment. The Division safeguards the public through: fire prevention and code enforcement; wildfire preparedness, response, suppression, coordination, and management; training and certification; public information and education; and technical assistance to local governments.

     

    The Colorado Division of Fire Prevention and Control has long had code enforcement responsibilities over gaming establishments, hotel and motel occupancies, fire suppression systems, and waste tire facilities. With the passage of BB09-1151, DFPC assumed primary responsibility for fire and building code enforcement in public schools and junior colleges throughout the State, effective January 1, 2010. With the subsequent passage of HB12-1268, DFPC also assumed from the Colorado Department of Public Health and Environment primary responsibility for enforcing the Life Safety Code in healthcare facilities statewide, effective July 1, 2013.

     

    The primary purpose of the work unit is to ensure that all of the buildings that are included in the jurisdiction of the Colorado Division of Fire Prevention & Control (DFPC) are constructed and/or maintained in accordance with the requirements of state statutes, regulations, and adopted codes. To accomplish this purpose, the work unit receives and processes building, fire, and life safety permit submittal documents, and performs plan reviews and inspections in accordance with currently adopted codes (International Building Code, International Fire Code, International Mechanical Code, International Energy Conservation Code, International Existing Building Code, and International Residential Code, and the NFPA Life Safety Code) and referenced standards, as applicable.

    Work Environment

    + Work unit core business hours -- Mon-Fri, 8 am-5 pm.

     

    About the Job

     

    This position exists to manage the daily operations of the Fire Prevention Branch of the Fire and Life Safety Section of the Division of Fire Prevention and Control. Duties include oversight of staff responsible for supervising positions performing construction plan reviews and inspections in accordance with the adopted Fire & Life Safety Codes and associated codes and standards associated with this Code for public school, junior college, casino, healthcare, commercial, residential, and other covered occupancies. The incumbent is responsible for recommending to the Section Chief appropriate performance measures for the operation of the Fire Prevention Branch. He or she will also evaluate accountability to these measures.

     

    This position is also responsible for providing interpretations of the adopted Fire & Life Safety Codes and associated codes and standards and, in consultation with the Building Code Branch Chief, recommending actions to the Fire and Life Safety Section Chief for issues that may affect the Building Code, or other codes and standards not under the purview of the Fire Prevention Branch. In accordance with these duties, the incumbent will make to the Section Chief recommendations concerning adoption of new Codes, Standards, and regulations including recommendations of amendments and similar modifications.

     

    The incumbent will serve as liaison with local fire officials, designers, and entities regulated under the Fire & Life Safety Codes and associated codes and standards and will have authority to mediate and resolve complaints and disputes arising between them. The position will refer complaints or disputes affecting the Building Code and other codes and standards not directly under the purview of the Fire Prevention Branch section to the Section Chief.

    Key Responsibilities:

    Management of the Prevention Branch

    Manages the daily operations of the Fire Prevention Branch of the Fire and Life Safety Section. Duties involve observing and evaluating the work output of supervisors, plan reviewers, inspectors, a permit technician, and an administrative assistant; initiating ride-a-longs or audits to ensure that work product is consistent between staff performing similar functions; scheduling regular meetings with subordinate staff, constructively participating in regular meetings of Section and Divisional leadership; in accordance with staff, developing and implementing procedures and guidelines specific to Branch functions; and assisting the Section Chief in developing policies, procedures, and guidelines applicable to the Section or Division.

     

    Recommends actions and decisions to the Section Chief that may directly affect the pay, status, and tenure of subordinate positions. Provides documentation to support recommended corrective and disciplinary actions. Participates in the hiring, promotion, transfer, and termination processes for subordinate positions. Ensures consistent and fair treatment of subordinate positions. Regularly reviews performance indicators and performance plans to ensure that benchmarks remain reasonable and attainable. Maintain and review operational budget; reporting any deficits or overages to the Section Chief.

    Code Interpretation

    In consultation with supervisors, plan reviewers, and inspectors, develop consistent interpretations and applications for the adopted Fire & Life Safety Codes and associated codes and standards. Defend these interpretations internally and to local fire code officials and external stakeholder groups. Assist the Section Chief in developing consistent interpretations and applications for issues transcending the purview of the Fire Prevention Branch.Liaison

     

    Functions as liaison for fire code issues with external stakeholders of the suppression, healthcare facilities, limited gaming and waste tire management programs.

    Supervision

    Monitors and evaluates plan review/inspection/survey staff performance. Conducts performance evaluations of all team members, counsels, and makes recommendations regarding advancement or remediation. Initiates personnel actions including hiring, promotions, and corrective actions.

     

    Liaison & Other Duties as Assigned

     

    Function as liaison for fire code issues with external stakeholders of the suppression, healthcare facilities, limited gaming and waste tire management programs.

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

     

    NOTE: To be considered for this position, you must meet one of the following options for consideration.

    MINIMUM QUALIFICATIONS

    + Nine (9) years of professional experience in fire and/or life safety code enforcement.

    + Seven (7) years of management or supervisory experience.

    OR

    + Bachelor's degree from an accredited institution in any field.

    + Five (5) years of professional experience in fire and/or life safety code enforcement.

    + Three (3) years of management or supervisory experience.

    OR

    + Advanced degree from an accredited institution in any field.

    + Three (3) years of professional experience in fire and/or life safety code enforcement.

    + One (1) year of management or supervisory experience.

    AND

    + Certification by the International Code Council (ICC) or the National Fire Protection Association (NFPA) as a fire plans examiner.

    REQUIRED COMPETENCIES

    + Must have a demonstrated understanding of the intent as well as the independent

     

    and interdependent relationship between the fire & life safety codes and associated codes and standards.

     

    + Ability to speak persuasively before internal staff and before other fire officials and external stakeholders.

    PREFERRED QUALIFICATIONS

    + Management or supervisory experience within a building department or fire

     

    prevention bureau.

     

    + Certification by the International Code Council (ICC) as a Certified Fire Marshal, or be able to attain certification within one year.

    + Centers for Medicare and Medicaid Services (CMS) Certified LSC Inspector, or be able to attain certification within one year.

    + Completion of CMS NFPA 99 Certification, or be able to attain certification within one year.

    + Completion of CMS FSES Board and Care Certification, or be able to attain certification within one year.

    + Completion of CMS FSES Health Care Certification, or be able to attain certification within one year.

    + Certified Commercial Building Inspector, or be able to attain certification within 3-months.

    CONDITIONS OF EMPLOYMENT

    + Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search and drug screen.

    + Must be Colorado resident at the time of application.

    + Current valid driver's license at time of hire, and must obtain a Colorado-issued driver's license within 30-days of hire.

    + Appointed candidate must be able to travel extensively throughout Colorado.

    + Incumbent will occasionally meet on construction sites with developers, contractors, architects and other stakeholders.

    + Incumbent will also represent the Division at meetings of peer fire code professionals.
