    Your Specific Responsibilities:

    This is a highly responsible position located within the Newborn Screening Program and reports to the Executive Community Health Nursing Director within the Newborn Screening Program (Children’s Medical Services). Supervision of the staff assigned to perform contracts for the Newborn Screening (NBS) Program, Newborn Hearing Screening (NBHS) Program, and Regional Perinatal Intensive Care Center (RPICC) Program. This individual will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance evaluations, planning, and directing work, approving leave, and taking disciplinary action as appropriate. This position requires experience, training, and certification in contract management and knowledge of state of Florida administrative processes.

    Program Execution - The incumbent is responsible to design, implement, and monitor the

    administrative deliverables and milestones within the NBS Contract Unit. Oversee the management of

     

    NBS Referral Center contracts, NBHS Program contracts, and RPICC Program contracts including

     

    development of contract documents for new contracts, amendments, and renewals to contract providers

     

    regarding contract deliverables, processes, and invoice requirements.

    Administrative Liaison and Oversight - The incumbent is responsible to serve as a contract manager

    and a contract manager supervisor. Responsibilities including monitoring progress of contract

     

    functions to ensure compliance with State of Florida requirements. This position is responsible for

    ensuring timely execution of contract documents and working with the Division Contract Liaison and

    staff in the Office of Contracts. Direct the resolution of problems related to administrative

     

    processes of contract management in accordance with Department policies and procedures.

    Supervision - The incumbent is responsible to supervise the NBS Contract Unit in accordance with

    state and departmental policies and procedures. Oversees the activities of contract professions in

    the review and preparation of routine contract documents in accordance with Department of Health

    policy. The responsibility includes implementing personnel procedures; demonstrating leadership

     

    principles, participating in departmental required supervisor trainings; complying with all

     

    departmental standards for trainings; and complying with all departmental standards for recruiting,

     

    hiring, disciplining, and evaluating employees.

    Training and Expertise - The incumbent is responsible to complete required department annual

    trainings and complete and maintain appropriate contract management certifications. Participates in

    quality assurance reviews to detennine compliance with administrative and financial management

    requirements. Prepares reports and makes recommendations as necessary to correct identified

     

    deficiencies and improve operations and service delivery. Assists in the collection and analysis of

     

    data relating to key perfonnance indicators.

    • Ability to read, understand, and apply applicable rules, regulations, policies, and procedures. Strong planning, critical thinking, and problem-solving skills.

    • Ability to conduct programmatic and administrative contract monitoring.

    • Ability to work as part of a team.

    • Ability to learn program specific data systems and computer applications.

    Minimum Qualifications:

    • 3 years of contract management experience.

    • 1 - 3 years’ experience directly supervising employees.
