    Your Specific Responsibilities:

    Assists in the management of the District Asset Maintenance (AM) program including Managed Lanes Area contracts to ensure consistent administration of all Asset Maintenance/Managed Lanes Area contracts within the district. Develop the District Maintenance Asset Maintenance/Managed Lanes Quality Assurance program. Coordinate and provide direction, support and training to the asset maintenance/managed lanes contract staff at the Operation Centers and the District Maintenance Office to ensure compliance and conformity of contracting operations within established guidelines, policies, standards and procedures as it pertains to asset maintenance. Review Asset Maintenance contract evaluations for adherence to approved quality assurance plans. Conduct quality assurance field reviews to ensure contractual commitments are being fulfilled and addressed consistently throughout the District and provide technical assistance to other units as necessary. Participate in statewide AM meetings, and addresses issues. Advise higher level district and/or Central Office managers on problems or policies related to contract administrative issues.

     

    Process monthly invoices and apply any pay adjustments. Coordinate day to day with all assigned Contractual Partners including resolving all non-compliance assessments and audit results, documenting all correspondence to the Contractor. Review and approve lane closure requests. Advise higher level managers in District and Central Office on problems or policies related to administrative issues. Report on the status of all assigned contracts and make recommendations for future improvements. Process invoices/warrants in accordance with provisions and requirements of Section 215.422. F.S.

     

    Attend project scope, pre-construction, and project progress meetings. Manage and monitor respective projects for satisfactory performance and compliance with Department specifications, policies and procedures. Coordinate and facilitate the issuance of work documents and work orders for contracts. Review reports of inspection; verify, prepare and process pay estimates and all other required project correspondence. Review and approve invoices. Develop contract modifications. Review and make recommendations for further action with respect to contract claims. Coordinates Federal Highway Administration (FHWA) approval and field inspections when necessary. Recommend final acceptance of projects. Perform contractor performance evaluations and in-depth engineering reviews. Prepare and process project close-outs.

     

    Manage public relations and resolution of customer concerns related to assigned projects under contract. Maintain contact with elected officials, general public, and representatives conducting business with the Department. Provide timely and accurate written and verbal responses while promoting courteous, professional, and respectful interactions with all customers. Ensure compliance with Department policies and procedures. Provide engineering support in resolving project related problems. Provide technical assistance and related coordination activities with other entities within project limits. Performs timekeeping duties.

    The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

    Knowledge of:

    • Knowledge of engineering concepts, principles and terminology.

    • Knowledge of construction plans, contract specifications and contract administration.

    • Knowledge of roadway construction and maintenance contracting procedures.

    • Knowledge of Microsoft office software.

    Skills in:

    • Skill in using engineering tools, equipment and/or instruments.

    • Skill in conflict resolution.

    • Skill in reviewing, analyzing and negotiating contracts, claims or time extensions.

    • Skill in processing contractor/vendor payments through various computer applications.

    Ability to:

    • Ability to monitor and inspect engineering projects.

    • Ability to Evaluate and analyze data.

    • Ability to prepare reports.

    • Ability to effectively communicate orally and in writing.

    • Ability to plan, organize, coordinate and schedule work assignments.

    • Ability to establish and maintain effective working relationships with others.

    Other Job-Related Requirements:

    • A valid Class "E" driver's license is required.

    • The incumbent of this position is required to work with or around Department of Corrections inmates.

    • To be in compliance with the District Two Loss Prevention Procedure and be aware of reducing personal injury and vehicular accidents.

    • This position will be required to respond before, during, and following emergency situations.

    Minimum Qualifications:

    • High School Diploma or Certificate of High School Equivalency and two years of infrastructure design, construction, or maintenance experience or an Associate’s Degree.

     

    This position requires avalid Class E driver licensewith an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy. An unacceptable driving record is defined as any of the following:

     

    1. three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation;

    2. any two (2) convictions of reckless driving in the past three (3) years;

    3. a suspension or revocation of the driver license for moving violations in the past three (3) years; and

    4. a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years.

     

    Your driving record will be reviewed and the status of your driver license confirmed.
