Job Description
We are seeking a Technical Lead/CAPCES Subject Matter Expert to join our team. As a Technical Lead, the candidate will be responsible for the existing system information, application locations, and system level documentation. You will manage all application code to allow developers to understand the purpose, function, and business rules of the CAPCES, DIRNET and Congressional View applications. All the code for the applications resides in a Subversion Source Control repository at DISA. The candidate will manage this repository to control versioning and track production loads along with developing and maintaining our web applications using PHP, Python, Javascript, and MySQL, as well as analyzing, testing, and documenting system requirements and data. The candidate will manage all development projects and bug tracking for the CAPCES, DIRNET and Congressional View applications using web based management tools, as well as assigning work to development staff.
As a CAPCES/DIRNET Subject Matter Expert, the candidate will interface directly with DCS G-9, USACE and DoD customers. The candidate needs a strong understanding of the MILCON process, starting with the programming side of MILCON through the execution of the MILCON Projects. This understanding will assist in business rules required for all CAPCES, DIRNET and Congressional View tools. This MILCON Process knowledge will be essential to review all deliverables ensuring the tools match the MILCON process. The training aspect of the position requires expert understanding of MILCON Business rules to explain how all tools operate and support the Army in their day to day operations. Almost Daily data calls require expert knowledge of MILCON to turn around these request in a very short suspense time. The candidate will be involved in time sensitive data calls, training, application support, and data management. Working with the system owner, the candidate will assist in the preparation of data for several Presidential Budget Book cycles. The candidate will review, and manage USACE data provided from the P2 and EDW systems.
Required Education, Experience, & Skills
- Bachelors Degree
- 15 year PAX System Experience (CAPCES, DIRNET, Congressional View)
- Ability to obtain a Military Common Access Card (CAC)
- Strong knowledge of the MILCON Programming and Execution process
- Strong knowledge of the FYDP, Congressional Action, and Budget Book cycles
- Strong knowledge of the Congressional Notification and Directive processes
- Proven Experience as a Lead of a development team
- Proven experience as a Web Developer/System Analyst
- Proficiency in PHP, Python, and MySQL
- Experience with front-end web technologies such as HTML, CSS, and JavaScript (jQuery)
- Experience with SSH, DevOps and Virtual Environments
- Strong problem-solving skills and attention to detail
- Ability to work both independently and as part of a team
- Excellent communication and collaboration skills
- DoD 8570 IAT II (or better) Certification (i.e. Security )
- Experience with Linux and Remote Virtual Environments
- Familiarity with Subversion or other version control systems
- Knowledge of OWASP Top 10 and implementation practices
- Familiarity with project management tools and task management
- Experience in system analysis and documentation
Preferred Education, Experience, & Skills
- Experience managing Government Furnished Equipment
- Experience managing and deploying local development environments
- Ability to interface directly with customers to capture specifications and business rules
- Ability to respond to requests from the COR of the contract
- Experience in developing proposals towards RFP/RFI requests
- Understanding of the USACE P2, and EDW data and processes
Pay Information
Full-Time Salary Range: $130355 - $221603
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
