Summary This position is located in the Materials Control And Analysis Division, Ofc, Assistant Register & Dir Operations, Copyright Office Service Unit The position description number for these positions is 108430. This has no promotion potential. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a Compflex, flexitime, Maxiflex work schedule. This is a non-supervisory, bargaining unit position. Responsibilities Handles routine general mail packages and unidentifiable packages referred by lower-level technicians. Opens packages, identifies types and destinations of packages based on a thorough analysis of the packages content. Reviews incomplete packages in ICHA, examines contents, and identifies missing materials. Must be able to recognize characteristics and identifiers for all materials indicating the required contents for various types of packages. Must also be able to recognize and understand various data elements in record fields to link and match records. Addresses the most difficult special search requests to determine if submitters included service request numbers or correspondence numbers as a part of the packages, or if a corresponding record exists. Enters the submitters’ confirmation numbers into the system to access system records, or enters the deposit titles or other key information: e.g., the submitters or publishers names, to search the system to access system records. Searches system for open 407 demands, 408 applications, or 408 payments the submitter may have sent electronically over the Internet, if missing applications and/or money. Places deposits in incomplete storage and adds any alerts or service request notes, if missing items are not found. After final waiting period, retrieves all packages from system queue that remain incomplete. Searches system to determine if missing items have been received and links electronic records. Determines if deposits were included with the incomplete packages. Closes the service request if deposits were not included. Retrieves deposits from incomplete holding area if deposit included, and determines disposition depending on publication status. Links deposits to electronic records. Checks that missing items link to appropriate existing items in system. Adjusts service request numbers in system to link items. Adds alerts or service request notes, and closes service request. Performs in-depth searching in system to see if remaining items have arrived after the stated waiting period, and takes appropriate actions. Performs complex physical searches and retrieval to locate and obtain materials anywhere in the Copyright Office, the Library collections, or processing areas. Provides information and advice to management on trends, bottlenecks, problems or other conditions which affect the incumbents’ area of responsibility. Compiles statistics for Division work flow reports and prepares the portions of the report that apply to section operations. Replies to the most complex status and processing inquiry requests by drafting original correspondence, or responds by telephone or email. Drafts letters requiring original wording and translates information into terms understandable by others. Coordinates requests and performs complex automated and physical searches to gather information for reply correspondence. Receives and processes motion picture copyright claims, ensuring accurate tracking of the claims and deposit copies. Since the practice of the industry is to send applications and fees apart from deposits, both in packaging and time, many submissions are received in an incomplete status and require connections to existing and related incomplete records before forwarding to the Registration Area for further processing. Searches are often of a difficult nature and must be made from fragmentary information. Applies a good understanding of the various Copyright Office and Library of Congress processing procedures for motion pictures, and music and other kinds of videos in processing claims. Monitors the printing of outgoing items from other Copyright Office units, sections, and divisions, including original or additional certificates, correspondence, letters, and other types of outgoing mail on appropriate Print Room Equipment. Prepares finished print jobs for outgoing mail and delivery to Office Support Services. Ensures print room equipment has sufficient supplies to complete jobs. Monitors the quality of printed items, and reprints items that do not meet quality standards. Reports printer problems, or contacts the appropriate division by phone if further corrective action is needed and a reprint is not possible from the Central Print Room. Monitors mechanical and automated printer efficiency, and oversees the collection of information and preparation of reports documenting equipment malfunctions. Promptly processes claims requiring special handling; Congressional, White House, Senate inquiries, and the Librarian's requests. Resolves the most difficult special search requests requiring an expert knowledge in the intricacies of the Copyright Offices online records and retrieval tools. Duties of the position require the incumbent to lift and carry items weighing up to 50 pounds, occasional lifting and carrying of heavier materials, and pushing mail cages and tubs weighing up to 300 pounds on a recurring basis. Performs various other duties as assigned. Requirements Conditions of Employment Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement. PHYSICAL REQUIREMENT: A physical examination is required every three (3) years to perform the work of the position. Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to communicate and interact collaboratively with others.** Knowledge of information retrieval principles as applied to copyright reference and search services.** Ability to utilize information systems.** Ability to communicate in writing. Ability to plan, organize, and execute work. Knowledge of library or copyright process and procedures. Ability to communicate effectively other than in writing. Education Additional Information Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
