Summary Purpose for the Position
Serves as lead and coordinates all program outreach and recruitment activities for direct enrollment of NYS Excluded Worker Fund Program participants. This position operates within and contributes to the goal achievement of a work team that is charged with the delivery of client services including determining program eligibility, conducting financial literacy counseling, and referral services.
Requirements (Education, Experience, Certification, Knowledge, Skill)
Position requires knowledge, experience, and proficiency, demonstrated through up to three years of training and/or work experience in the area of outreach, determining program eligibility, and financial literacy counseling.
Position emphasis is on issues of rural, unemployed, and farmworker populations.
The position requires working knowledge of computers, online website portal submissions, and record keeping.
Bilingual English/Spanish preferred.
Position Responsibilities
Acquire full knowledge, including eligibility criteria, of all services available through PathStone programs.
Maintain and monitor complete and accurate records and files on all Outreach participants.
Compile and submit reports in a timely manner on Program Activities.
Recruits and enrolls clients for Excluded Worker Fund program and financial literacy counseling.
Furnish updates on participants in case management records and meetings.
Disseminates program information to stakeholders, community, and service agencies.
Travel to areas where participants are located to inform, recruit, enroll and serve individuals.
Screen participants to inform and clarify alignment of individual and program goals and objectives.
Ensure participant’s eligibility prior to enrollment.
Create access to technology, connectivity, and technical assistance for EWF application submission via staff-assisted application “kiosks”. (mobile and office-based)
Coordinate and/or deliver Financial Literacy Counseling or Training, virtual and in-person, individualized or group delivery.
Incentivize completion of the application and financial literacy learning with a completion bonus.
Create outreach materials for virtual and in-person use.
Conduct virtual and in-person outreach events.
Provide follow-up contacts to EWF candidates and collect contacts from candidates for screening.
Enhance personal knowledge, skills, and abilities.
Seek and act upon performance feedback.
Make appropriate corrections, additions to ensure accurate program data.
Review and Coordinate the Completeness of all enrollment and termination paperwork for EWF Participants.
Review monthly Management Information System reports for accuracy.
Develops, organizes, and conducts Outreach information sessions for potential participants and community members.
Coordinates Outreach among diverse programs to maximize community impact.
Develop community stakeholder relationships to benefit the program and facilitate referrals.
Other duties as assigned.
Working Conditions/Environment
Position requires flexible work hours, including nights, and weekends.
Work indoors and outdoor, driving is routinely required, and some lifting.
Transportation Requirement
Position requires an automobile, driver’s license, and insurance.
