Position Summary
The Rehabilitation Program Manager is responsible for conducting special research studies, analyzing data, preparing statistics, making recommendations based on research findings, and monitoring and coordinating project/program activities. This position works under general supervision of the Division of Services for the Blind (DSB) Director. The position is responsible for administrative matters including gathering and maintaining documents and records for agency personnel. The Rehab Program Manager is also responsible for developing and implementing agency objectives, policies, and procedures. This position is subject to state and federal law and division and departmental policies and directives.
This position requires on-site employment with no remote or hybrid options available.
Job Responsibilities and Expected Results
+ Development of strategic relationships and conducting informational presentations at universities, clubs, and civic groups.
+ Evaluates existing programs by reviewing files; researching policy, directives, regulations, and legislation; conducting salary surveys; and interviews, and contacting agencies in other states concerning their programs and policies.
+ Conducts pre-employment background checks, including but not limited to reference checks, drug testing.
+ Provides information to or counsels employees on various personnel issues such as benefits, grievance procedures, leave accrual and usage, wage garnishments, workers' compensation, and labor standards.
+ Responsible for maintaining a current centrally located employee bulletin board with all Department of Labor required information.
+ Prepares spreadsheets and databases to track employee related information.
+ Prepares and submits various bi-weekly, monthly, quarterly, and annual personnel reports on employee status including new hires, terminations, transfers, promotions, worker's compensation claims, salary, and leave accrual/usage.
+ Responds to inquiries and provides information on state and federal policy to management and staff.
+ Provides basic training to educate personnel on new systems, policies, and procedures.
+ Develops or revises agency/institution policies, procedures, programs, and directives based on research findings.
+ Develops handbooks and manuals for participant use and conducts workshops to educate personnel on new systems, policies, and procedures.
+ Composes correspondence and responses to written inquiries and interprets agency administrative directives, policies, and procedures to ensure consistent application.
+ Acts as liaison to other programs, departments, or agencies/institutions and provides guidance in the areas of expertise.
+ Understanding of WIOA and RSA requirements and policies.
+ Organization of outreach events to promote the services available to consumers.
+ Performs other duties as assigned.

Summary
The Rehabilitation Program Manager is responsible for administering the various functions of Rehabilitation programs on a statewide basis. This position is governed by state and federal laws and agency/institution policy.
Functions
Supervises a medium-sized managerial, professional, and administrative support staff by interviewing and hiring, providing training opportunities, assigning and reviewing special projects, evaluating the performance of incumbents, and reviewing and approving managerial and staff recommendations and administrative actions. Participates in the establishment of goals and objectives and short and long-range plans, initiates corrective actions and revisions, and provides technical direction and administrative support to program personnel. Develops, interprets, and implements program policies, procedures, and projects, and evaluates program and/or service delivery effectiveness and compliance. Investigates and resolves complaints and monitors and analyzes statewide activities to identify trends, problems, and progress. Determines program or operating alternatives, advises on contract or grant development and special projects, and coordinates the exchange of information internally and externally. Performs administrative duties by reviewing or drafting legislation and serves on committees, board, and task forces to provide input or technical program information. Identifies program and operating needs, prepares budget requests, monitors and approves expenditures and contracts, and prepares and presents program or operating information, reports, training, and/or proposals. Performs other duties as assigned.

Knowledge, Skills and Abilities
Knowledge of state and federal laws related to rehabilitation. Knowledge of divisional programs, policies, and procedures related to program area. Knowledge of the principles and practices of human resource and organizational management. Knowledge of program planning, monitoring, and evaluation techniques. Ability to interpret and apply related laws and regulations. Ability to evaluate program and service delivery effectiveness and revisions or corrective actions. Ability to prepare and present verbal and written information and reports. Ability to establish comprehensive organization systems and programs and to direct operations through subordinate managers.
Minimum Qualifications
The formal education equivalent of a bachelor's degree in rehabilitation science, business, social work, public administration, or a related field; plus two years of experience in state vocational rehabilitation direct service delivery, including one year in a leadership or supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
